Premier Li Keqiang Joins Hunan Delegation Deliberation

On March 12, 2018, CPC Central Committee Political Bureau Standing Committee member and State Council Premier Li Keqiang joined deputies from Hunan Province on deliberation. Premier Li called for continuous reform and opening-up and increased efforts on building a law-based and fair business environment for entrepreneurship and innovation. He urged the transformation and upgrading of the real economy, and expressed support for advanced equipment manufacturers to compete globally.

CPC Central Committee Political Bureau Standing Committee member Hu Chunhua, CPC Hunan Provincial Committee Secretary and Hunan Provincial People’s Congress Standing Committee Director Du Jiahao, and CPC Hunan Provincial Committee Deputy Secretary and Hunan Governor Xu Dazhe also attended.

Hunan deputies Xu Dazhe, Liang Wengeng, Yao Jinbo, Hu Hebo, Zhao Yingyun, and Liu Weichao made suggestions on promoting high quality development, quality and efficiency in manufacturing industry, integrated development of the “Internet plus service industry”, reducing the macroscopic leverage ratio, achieving targeted poverty alleviation results, and integrated development of urban and rural compulsory education.

Under the leadership of the Central Committee of the Communist Party of China, with Xi Jinping at the core, the NPC Standing Committee has done valuable work, Li said, adding that he completely agreed with Zhang's work report.

The premier urged the province to continue reform and opening-up, develop new momentum for economic growth by integrating with the Internet Plus Initiative, which aims to transform traditional industries with information technology, and resolve the issue of unbalanced and insufficient development.

The province should also improve the quality and accessibility of public services while guarding against major risks, pushing forward targeted poverty alleviation, and preventing and controlling pollution, Li said.

NDRC Holds Talks with NPC Deputies from Hunan

The National Development and Reform Commission (NDRC) Deputy Secretary-General Su Wei, together with 9 heads of such departments as finance, western development, and industry coordination, visited the Hunan delegation to the First Session of the 13th National People’s Congress (NPC) on March 12, 2018. They exchanged views with part of NPC deputies.

NPC deputy, CPC Hunan Provincial Standing Committee member, and Hunan Executive Vice Governor Chen Xiangqun presided over the meeting.

Hunan deputies made many suggestions based on Hunan’s current situation. They mentioned the following topics: improving national high-speed railway network construction; strengthening electric power ring network construction in the central region; increasing favorable policy supports of ecological compensation and industrial development in the ethnic minority areas; accelerating national credit information system establishment. supporting the development of characteristic agricultural industries such as camellia oil; deepening the supply-side structural reform of the iron and steel industry; and solving the “supersized class” problem in schools of counties and townships; strengthening the “deleveraging” policy guidance for financial enterprises, supporting the advancement of old revolutionary sites in Hunan, Hubei, Sichuan and Guizhou provinces, and guiding upgrading of service industry.

Relevant NDRC comrades stated their views and responded to deputies’ suggestions one by one.

Chen Xiangqun expressed his gratitude to NDRC for its long-term support to Hunan's economic and social development. He also put forward four points of view to NDRC at the meeting:
firstly, increased supports to Hunan's integration into the Yangtze River Economic Belt;
secondly, assisting Hunan to play its part in the Guangdong-Hong Kong-Macao Greater Bay Area construction;
thirdly, giving an impetus to Changsha, Zhuzhou, and Xiangtan’s integration to a deeper level; and,
finally, efforts on top-level design for energy strategy and policy expected.

Su Wei said that the NDRC will earnestly absorb the opinions and suggestions made by the NPC deputies. Their thoughts will be fully considered in policy studies, and will be asked to be implemented actively.
