BEIJING, March 8 (Xinhua) -- Chinese President Xi Jinping on Tuesday called for supply-side structural reform, agricultural modernization and grain security.

 

Xi joined a group of deputies to the National People's Congress from Hunan Province, listening to their opinions on innovation-driven development, international productivity cooperation, poverty alleviation, supply-side structural reform and environmental protection.

 

The president also extended his greetings to Chinese women on the occasion of the International Working Women's Day.

 

He called for innovative ways of working, pushing forward supply-side structural reform, improving the livelihood of the people, and advancing agricultural modernization, in a bid to give the people more sense of benefits.

 

"Advancing the supply-side structural reform is a tough battle," the president said, calling for practical efforts to win the battle, including improving basic public services, and fixing shortcomings in the people's livelihood.

 

Xi asked to strengthen agricultural benefits and competitiveness, improve agricultural production structure on the basis of market demand, and develop modern agriculture with the support of science and technology.

 

Ensuring grain security is a priority for the state, said the president, adding that grain security policies should be examined and improved, and production capacity should be viewed as the fundamental issue.

Hunan delegation attending the Fourth Session of China’s 12th National People's Congress (NPC) held its third plenary meeting on the morning of March 6, 2016, to discuss the Report on the Work of the Government. The discussion was arranged to be open to the Chinese and foreign media.

Director of Hunan delegation Xu Shousheng, Deputy Directors Du Jiahao, Yu Laishan, Han Yongwen and Xie Yong, together with other provincial leaders including Li Jiang, Zhang Jianfei, Lai Mingyong, Kang Weimin, You Quanrong, Zhao Yongping, and Huang Boyun, attended the third plenary meeting. Yu Laishan presided over the meeting and related central government department officials listened to the discussion.

At the meeting room, Hunan representatives were expected to answer questions raised by journalists from media at home and abroad, including People's Daily, Xinhua News Agency, CCTV, Ta Kung Pao from Hong Kong, Reuters from Britain, and Kyodo News Service.

Hunan representatives called for building a happy and prosperous new Hunan through implementing new developing ideas such as deepening reforms, accelerating the Yangtze River Economic Belt construction, and promoting supply-side structural reform, during their meeting with the press.

Hunan Delegation Deliberates the “13th Five-Year” Plan (Draft)

Hunan delegation attending the Fourth Session of China’s 12th National People's Congress (NPC) held its fourth plenary meeting on the afternoon of March 7, 2016, to review the “13th Five-Year” Plan (draft) in groups.

Director of Hunan delegation Xu Shousheng, Deputy Directors Du Jiahao and Xie Yong, together with other provincial leaders including Li Jiang, Lai Mingyong, Kang Weimin, You Quanrong, Zhao Yongping, and Huang Boyun, attended the meeting. Related central government department officials joined the group deliberation.

Hunan representatives believed that the plan should base itself on social realities, suits the country’s conditions, meets the people’s demands, and lay out pragmatic targets with detailed tasks. “It should fully demonstrate the new developing ideas of innovation, coordination, green development, opening-up and sharing, and be seen as an inspiring guide book for the people in all walks of life to move on”, said the deputies.

Sufferings of the people are highly concerned about by the central government. Therefore, such parts as people’s livelihood in the draft were also seriously discussed by representatives.

Hunan Delegates Deliberate “Two Supreme” Work Reports

Hunan delegates attending the national “Two Sessions” deliberated in groups the Report on the Work of the Supreme People's Court and Report on the Work of the Supreme People's Procuratorate on March 14, 2016. Vice-chairperson of the 12th National People's Congress (NPC) Standing Committee Zhang Ping, Director of Hunan delegation Xu Shousheng, and Deputy Director Du Jiahao attended the discussion.

Hunan deputies spoke highly of the objective and inspiring reports. They noted that the reports embody the people’s best wishes of experiencing fair and justice through every justiciary case, with clear thoughts, distinct topics, and plain writing style.

The Supreme People's Court has achieved a great deal in enhancing judicial guarantee for human rights, strictly implementing the principle of in dubio pro reo (Latin for "[when] in doubt, for the accused"), improving effective precautions against misjudged cases, and correcting system in 2015. While the Supreme People's Procuratorate endeavored to be a protector for fair and justice, by paying equal attention to both punishment of crimes and guarantee of human rights, and strengthening legal supervision on lawsuits, whose performance therefore won high reputation in the society.
