Hunan, Hubei CPPCC Members Propose Dongting Lake Improvement

On March 4, CPPCC members from Hunan and Hubei submitted a jointly signed proposal on promoting the synchronized and holistic treatment of Dongting Lake ecological environment, at the second session of the 13th National Committee of the Chinese People's Political Consultative Conference (CPPCC). 
 
It is suggested to build an interconnected treatment mechanism for the Dongting Lake basin. Led by the National Development and Reform Commission, a province-ministry mechanism covering provinces and cities along the middle and upper reaches of the Yangtze River should be established.  
 
It will help coordinate efforts regarding to rivers and lakes, waters and waterfronts, upper and lower reaches, and engineering and non-engineering projects. Solid progress should be made in promoting water pollution control, water ecological restoration, water resources protection, and water security guarantee. All these will ensure clear water sources. 
 
The members hoped the Ministry of Transport would support the proposal in accordance with the “Dongting Lake Eco-economic Zone Plan”. The plan aims to form a comprehensive transportation network with central cities in the lake area as the hub and roads around the lake as the link. 
 
Priority should be given to transport construction, including 
Menghua Railway Jingzhou-Yueyang section, Yichang-Jinzhou-Yueyang Railway, and south extension to Changde of Jingmen-Jingzhou High-speed Railway;
Jianli-Huarong Expressway;
Jianli-Huarong Road-Rail Bridge over Yangtze River; and,
Dredging of Songzi, Hudu, Ouchi, and Diaoxian rivers. 
 
These help solve the "last mile" problem and achieve connectivity. Thus a three-dimensional transport pattern in the lake area will be formed.
