Main Responsibilities:

1.To implement routes, guidelines, policies, laws, regulations and statutes of the Party and the state pertaining to culture and arts, draft provincial policies and regulations on culture and arts efforts and supervise their implementation; to draft development strategies and plans for Hunan's cultural undertakings, coordinate development ratios of cultural undertakings, and guide the restructuring of Hunan's cultural system.

2.To administer Hunan's literature and arts efforts, and guide artistic creation and production; to render special support for representative, exemplary and experimental works of culture and arts, and promote the development of all forms of art; to manage in line with its responsibility major cultural events in Hunan.

3.To draft plans and policies for Hunan's cultural undertakings, guide and coordinate the development of the culture industry; to make a global plan for the allocation of funds for developing culture and preserving historical relics, and provide planning and guidance for building Hunan's key cultural facilities.

4.To manage in line with its responsibility Hunan's cultural market, draft and implement development plans for it, and guide its inspection; to administer Hunan's social culture, draft development plans for it and organize their implementation; to guide the construction and development of various social culture undertakings, and administer the provincial library industry.

5.To administer Hunan's film release and screening, draft and implement development plans for the industry; to administer Hunan's cultural technology and oversee its cultural exchanges with foreign countries, Hong Kong, Macao and Taiwan; to draft development plans and policies to promote the progress of cultural technology and the exchanges.

6.To administer the Cultural Relics Bureau of Hunan Province in accordance with the Provincial Government's regulations.
