Duties:

Responsible for executive work of the Provincial Government. Responsible for development and reform, key projects, civil affairs, personnel, labor and social security, state land and resources , communications, tax, statistics, grain, commodity pricing, legislative work, emergency management, aging, military work, and assisting in supervision, audit, and staffing.

In charge of the General Office of the Provincial Government, Research Office of the Provincial Government, Committee of Development and Reform of Hunan Province, Changsha-Zhuzhou-Xiangtan Office of the Governor, Department of Civil Affairs of Hunan Province, Department of Personnel of Hunan Province, Department of Labor and Social Security of Hunan Province, Hunan Province State Land and Resources Department, Department of Communications of Hunan Province, Bureau of Local Taxation of Hunan Province, Bureau of Statistics of Hunan Province, Grain Administration of Hunan Province, Price Control Administration of Hunan Province, Government Offices Administration of Hunan Province, Counsellor's Office of the Provincial Government (Institute of Culture and History of Hunan Province), Legislative Affairs Office of the Provincial Government, Local Chronicles Editorial Committee of Hunan Province, and Aging Committee of Hunan Province.

To assist in the administration of the Department of Supervision of Hunan Province, Department of Audit of Hunan Province, and the Office of Government Staffing Committee of Hunan Province.
