Duties:

Responsible for handling routine work of the Hunan Provincial People's Government and guiding the General Office of the provincial government in its work.

To assist the governor in managing the authorities of supervision, auditing and organization establishment, and in managing the administrative affairs of the provincial government as well as the affairs of the liaison offices located outside of Hunan.

Resume:

Sheng Maolin joined the Communist Party of China in December 1981. He holds a M.A. degree and started to work in March 1975.

March 1975 - August 1976: worked as an educated youth in Matouling commune of Chenxian County in Hunan Province

August 1976 - August 1978: drill team worker of Mine No. 711 under the Ministry of Nuclear Industry

August 1978 - December 1986:  worked as a League cadre, deputy secretary, and secretary of Mine No. 711 Committee of the Communist Youth League (During this period from September 1984 to July 1986, he had been studying in Chenzhou Radio and Television University majoring in management of the Party and government affairs.)

December 1986 - April 1989:  worked as member of the Party Committee, secretary of the League Committee, chief of staff, director of Political and Ideological Administration Office

April 1989 - June 1991: served as deputy secretary of the Communist Youth League Prefectural Committee of Chenzhou in Hunan Province

June 1991 - November 1991: served as secretary of the Communist Youth League Prefectural Committee of Chenzhou in Hunan Province

November 1991 - January 1995: served as member of the Standing Committee of the Hunan Provincial Committee of Communist Youth League, head of the Department of Career Development under the Hunan Provincial Committee of Communist Youth League, secretary general of Youth Development Foundation of Hunan Province (During this period from February 1993 to January 1995, he took a temporary post as deputy secretary of the Zixing Municipal CPC Committee)

January 1995 - July 1998: served as secretary of the Zixing Municipal CPC Committee in Hunan Province (During the period from July 1994 to June 1996, he had been an on-job postgraduate in Graduate School of Chinese Academy of Social Sciences, and from August 1995 to July 1996, he studied in young cadre training class of the Party School of the Central Committee of CPC.)

July 1998 - April 2000: served as member of the Standing Committee of the Chenzhou Municipal CPC Committee, secretary of the Zixing Municipal CPC Committee in Hunan Province

April 2000 - March 2003： served as deputy secretary of the Chenzhou Municipal CPC Committee in Hunan Province

March 2003 - March 2004： served as director and secretary of the Party Leadership Group of Family Planning Commission of Hunan Province

March 2004 -May 2004： served as director and secretary of the Party Leadership Group of Population and Family Planning Commission of Hunan Province

May 2004 - April 2007： served as secretary of the Shaoyang Municipal CPC Committee in Hunan Province

April 2007 - January 2010： served as vice minister of the Hunan Provincial Committee of Organization Department (department director level)

January 2010 - March 2010： served as member of the Party Group of the Hunan Provincial People's Government, secretary of the Party Leadership Group of the General Office of the Hunan Provincial People's Government, director of the General Office of the Hunan Provincial People's Government

March 2010 –January 2012：  served as member of the Party Group of the Hunan Provincial People's Government, secretary general of the Hunan Provincial People's Government, secretary of the Party Leadership Group of the General Office of the Hunan Provincial People's Government, director of the General Office of the Hunan Provincial People's Government;

January 2012- : elected as vice governor of the Hunan Provincial People’s Government.

He was a deputy to the 17th National Congress of the Communist Party of China.
