Duties:

Responsible for guiding the Hunan Provincial People's Government in its overall work.

Responsible for finance, supervision, audit and organization establishment.

In charge of the Finance Department of Hunan Province, the Supervision Department of Hunan Province, the Audit Department of Hunan Province, the Hunan Provincial Commission Office for Public Sector Reform.

Xu began to work in April 1973 and then joined the Communist Party of China in October of the same year. He graduated from the Provincial Party School as an on-job postgraduate majoring in political economics, and he is a senior economist.

August 1970 - April 1973　 served successively as the Production Team Leader and Vice Secretary of the Communist Youth League of production brigade, Rudong County, Jiangsu Province;

April 1973 - June 1974　 served as a member of the work team of the CPC Rudong County Committee, Jiangsu Province, and Vice Secretary of the Party branch of the second detachment of Jinghai Commune, Rudong County, Jiangsu Province;

June 1974 - June 1977　 served as Vice Party Secretary of Jinghai Commune, Rudong County, Jiangsu Province;

June 1977 - August 1979　 served as Vice Secretary of Pincha District, Rudong County, Jiangsu Province

August 1979 - December 1981　 served as Party Secretary and Director of the Revolutionary Committee of Xinlin Commune, Rudong County, Jiangsu Province;

December 1981 - April 1984　 served as a member of the Rudong County Party Committee and Director of the Agricultural Committee of Rudong County, Jiangsu Province;

April 1984 - October 1985　 served as Vice Secretary of the Rudong County Party Committee, Jiangsu Province (During the period from October 1983 to July 1985, he had been studying full-time in the Department of Agricultural Economy, Hefei Cadre Academy of Rural Economic Management, majoring in agricultural economy);

September 2001 - January 2003　 served as a member of the CPC Gansu Provincial Committee, Head of the Organization Department of the CPC Gansu Provincial Committee (During the period from May 1999 to October 2002, he had been studying in the Party School of the CPC Jiangsu Provincial Committee as an on-job postgraduate, majoring in political economics.)

January 2003　 served as a member of the Standing Committee and the CPC Gansu Provincial Committee, Executive Vice Governor and Vice Secretary of the Party Group of the Gansu Provincial Government;

April 2003　  served as a member of the Standing Committee of the CPC Gansu Provincial Committee, Executive Vice Governor and Vice Secretary of the Party Group of the Gansu Provincial Government;

October 2006　  served as Vice Secretary of the CPC Gansu Provincial Committee, Acting Governor and Secretary of the Party Group of the Gansu Provincial Government;

January 2007　 served as Vice Secretary of the CPC Gansu Provincial Committee, Governor and Secretary of the Party Group of the Gansu Provincial Government;

January 26, 2008　 elected as Governor of Gansu Province at the First Session of the 11th Gansu Provincial People's Conference.

May 2010-  Vice secretary of the CPC Hunan Provincial Committee.

June 2010-  Vice secretary of the CPC Hunan Provincial Committee, acting governor of Hunan Province; alternate member of the 16th CPC Central Committee, member of the 17th CPC Central Committee.

September 2010-  Vice secretary of the CPC Hunan Provincial Committee, governor of Hunan Province, secretary of the Leading Party Members’ Group of the Hunan Provincial People’s Government.

He was a delegate to the Party's fifteenth, sixteenth and seventeenth conferences, and was an alternate member of the 16th CPC Central Committee and is currently a member of the 17th CPC Central Committee. He was a delegate to the 8th, 10th and 11th National People's Congresses, and also a member of the 9th, 10th and 11th CPC Gansu Provincial Committees.
