Sept. 2010:  elected as Director of the Standing Committee of the Eleventh Hunan Provincial People's Congress at the Fourth Session of the Eleventh Hunan Provincial People's Congress.

Apr. 2010:  served as Secretary of the CPC Hunan Provincial Committee.

Jan. 2008 : elected as Governor of Hunan Province at the First Session of the Eleventh Hunan Provincial People's Congress.

Feb. 2007:  re-elected as Governor of Hunan Province at the Fifth Session of the Tenth Hunan Provincial People's Congress.

Sept. 2006 - Feb. 2007:  served as Deputy Secretary of the CPC Hunan Provincial Committee and Acting Governor of the Hunan Provincial People's Government.

Jun. 1998 - Dec. 2006:  served as First Secretary of the Secretariat of the Central Committee of the Communist Youth League (CYL), Member of the Spiritual Civilization Construction Commission of the Central Committee, and Member of the Administrative Commission on Social Security of the Central Committee.

Nov. 1997 - Jun. 1998:  served as Executive Secretary of the Secretariat of the Central Committee of CYL.

Oct. 1995 - Nov. 1997:  served as Secretary of the Secretariat of the Central Committee of CYL (Sept. 1995 - Jul. 1996, he studied with an one-year training program for young and middle aged officials in the Party School of the Central Committee of CPC).

Aug. 1985 - Oct. 1995: successively took the posts as cadre in the Division of Laws and Regulations under the Research Office on Laws and Policies in the Ministry of Justice, principal staff, Deputy Director and Director of the Division of Laws and Regulations in the Department of Laws and Regulations, Deputy Director of the General Office of the ministry and Director of the Minister Office, and head of the Legislative Affairs Department (Mar. 1993 - Sept. 1993  he served a temporary post as assistant to director of the Bureau of Justice of Shenzhen City).

Zhou began to work in July 1976 and joined the Communist Party of China in August 1978. Now he is the secretary of the CPC Hunan Provincial Committee.

Zhou was a member of the Sixteenth Central Committee of the CPC and he is now a member of the Seventeenth Central Committee. He was elected as a member of the Standing Committee of the Ninth National People's Congress and also a representative of the Ninth, Tenth and Eleventh National People's Congress.
