Lei Zaofu, a postgraduate, born in Oct 1973 in Xiangtan of Hunan, is deputy of Xiangtan’s 13th NPC, standing vice-chairman of Hunan Microcredit Company Association, executive director of Hunan Young Entrepreneurs Association and vice-chairman of the Association of Industry and Commerce in Yuetang District of Xiangtan. He was also honored as the excellent deputy of the NPC in Xiangtan and Hunan’s youngest candidate for the 2010 CCTV China Economic Figure Award

With the approval of the Financial Office of the Hunan Provincial People’s Government, Xiangtan City Yuetang District Hengsheng Microcredit Co., Ltd, founded in 2009, is the first company providing petty loans in the Changsha-Zhuzhou-Xiangtan City Cluster, with 6 million yuan of registered capital while its attempt to increase capital to 150 million yuan is undergoing formalities. On Dec 2010, the company successfully provided 5 million yuan of discount interest to support farmers for the first time in China, with monthly executive interest rate of 3.825‰. The total accumulative loan grants in 2010 accounted to 350 million yuan, ranking the forefront in such challenging business. Its yearly paid taxes in proportion to capital topped in Hunan Province.
