Statistical Communiqué on Hunan’s Economic and Social Development in 2017

In 2017, facing intricate domestic and international situations, and greater downward pressure on the economy, the whole province worked vigorously for development while maintaining stability, implemented new development concept, and insisted in keeping improving development quality and efficiency as the focus under the strong leadership of the CPC Hunan Provincial Committee and the People’s Government of Hunan Province, and the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. Keeping promoting supply-side structural reform as the key thing; following the requirements of the “Three Focuses” on supply-side reform, people’s livelihood improvement and agricultural modernization; and based on the goal of building Hunan into ‘a province of five powers’ (powerful in economy, science and education, culture, ecology, and opening up), Hunan earnestly practiced the innovation-oriented opening up strategy. Hunan's economy realized a new normal of steady and stable growth; and the annual major economic tasks were successfully accomplished.

 

Ⅰ. General Outlook
Based on the preliminary calculations, the total GDP of Hunan was 3459.06 billion yuan, an increase of 8.0% over last year. Of the total, the added value of the primary industry, secondary industry, and tertiary industry was 369 billion yuan, 1414.55 billion yuan, and 1675.51 billion yuan, showing an increase of 3.6 percent, 6.7 percent, and 10.3 percent respectively. The per capita GDP calculated on permanent population was 50563 yuan, up by 7.4%.

 

The proportion of the three industrial sectors was 10.7:40.9:48.4. The service enterprises above designated size realized a revenue of 319.9 billion yuan, up by 20.7%, and made a total profit of 31.55 billion yuan, up by 35%. The proportion of the tertiary industry went up by 2 percent. The industrial added value accounted for 34.3% of the regional GDP, making a year-on-year decline of 1.6%. The added value of high-tech sectors made up 23.5% of the regional GDP, rose by 1.8%. The added value of non-public ownership sectors increased by 8.4% to 2054.78 billion yuan, accounting for 59.4% of the regional GDP. Strategic emerging industry made an added value of 391.47 billion yuan, increasing by 10.1% and accounting for 11.3% of the regional GDP, 0.7 percentage points higher than the previous year. The contribution rate of the primary, secondary, and tertiary industry was 4.9%, 37.0%, and 58.1% respectively. The added value of secondary industry and production service industry respectively contributed 33% and 23.7% to economic growth. The contribution rate of gross capital formation, final consumption expenditure, and net outflow of commodities and services to economic growth reached 48.6%, 53.4%, and -2% respectively.

 

Regionally, the Changsha-Zhuzhou-Xiangtan (CZT) city cluster’s GDP was 1517.17 billion yuan, growing by 8.7% over last year. Southern Hunan’s GDP increased by 8.3% to 719.87 billion yuan. Western Hunan’s GDP was 586.55 billion yuan, rising 8.1%. Dongting Lake area’s GDP reached 816.16 billion yuan, up by 7.8%.

 

Ⅱ. Agriculture
As for the primary industry, the added value of agriculture sector hit 238.1 billion yuan, making a year-on-year increase of 3.1%. The forestry, husbandry, and fishery sectors made added value of 24.12 billion, 78.2 billion, and 28.57 billion yuan, growing by 9%, 2.6%, and 6.5% respectively.

Hunan’s sown area of grain was 4862.4 thousand hectares, decreasing 28.2 thousand hectares over the last year. Among them, sowing area for early season rice was 1383.1 thousand hectares, a decrease of 37.4 thousand hectares; for middle season rice was 1233.1 thousand hectares, an increase of 26.9 thousand hectares; and for late season rice was 1432.6 thousand hectares, a decrease of 26.2 thousand hectares. Grain production totaled 29.84 million tons, up 1.0% over the previous year. Among them, the output of summer and autumn season rice were 615,000 and 21.14 million tons respectively, an increase of 12.6% and 2.4%. The output of early season rice decreased by 3.1% to 8.085 million tons.

 

Cotton planting covered an area of 92.9 thousand hectares, a decrease of 10.7 thousand hectares over previous year. The planting area of sugar crops reached 13.8 thousand hectares, increased 400 hectares. The planting area for oil-bearing crops was 1448.9 thousand hectares, growing 10.8 thousand hectares. Vegetable planting area was 1475.4 hectares, rising 55.2 thousand hectares. Cotton output declined by 13.6% to 106 thousand tons; oil-bearing crops output grew by 2% to 2.476 million tons; flue-cured tobacco decreased by 1.8% to 221 thousand tons; and, tea and vegetable output rose by 7.9% and 4.9% to 201 thousand and 44.003 million tons respectively.

 

The total output of pork, beef, and mutton was 4.79 million tons in 2017, an increase of 3.3% over the previous year. Among them, there are 4.496 million tons of pork, an increase of 3.4%; 170 thousand tons of beef, an increase of 0.5%; and 124 thousand tons of mutton, an increase of 3.6%. At the end of the year, the number of pig breeding stock was 39.68 million, an increase of 0.8%; the number of pig fattening stock was 61.163 million, an increase of 3.3%. The output of poultry and meat was 0.592 million tons, reduced by 1.2%; poultry and eggs was 1.032 million tons, reduced by 1.4%; the milk output was 96000 tons, decreased by 5%; and, the aquatic products was 2.72 million tons, up 0.1%.

 

The newly increased effective irrigation area of farmland in 2017 reached 21000 hectares, with the water-saving irrigation area increased by 11000 hectares. A total of 91000 water conservancy projects came into operation with an investment of 36.8 billion yuan. 1.22 billion cubic meters of water conservancy earthwork was constructed. 12417 km of roads in rural areas were repaired and modernized.

 

Ⅲ. Industry and Construction
The added value of all industrial sectors totaled 1187.59 billion yuan, making an increase of 7% over last year. The added value of industrial enterprises above the designated size grew by 7.3%, with non-public businesses’ added value increasing by 7.7%, accounting for 76.2% of the total. The added value of high processing industry and hi-tech manufacturing rose by 12.2% and 15.9%, accounting for 38% and 11.3% of that of the industrial enterprises above designated size. The added value of equipment manufacturing industry above designated size was up 14.2%, accounting for 29.8% of the total. And, that of the provincial-and-above industrial parks increased by 10.3%, accounting for 69.7% of that of the industrial enterprises above designated size, up 4 percent over the same period last year. The added value of six high energy-consuming industries grew by 1.8%, accounting for 30.3% of the industrial enterprises above designated size which was 0.3 percent lower than last year. Regionally, the Changsha-Zhuzhou-Xiangtan (CZT) city cluster area made a 8.1% increase in added value, with southern Hunan increasing by 7.2%, western part increased by 7.5%, and the Dongting Lake area up 6.5%.

58.3% products of enterprises above designated size made higher output. The output of rice was 14.875 million tons, up by 9.8%; fodder increased by 5.2% to 17.171 million tons; crude processing volume hit 7.692 million tons, a decline of 8.5%; cement and steel output totaled 119.204 million and 22.102 million tons, growing by 0.6% and 13.8% respectively; and ten non-ferrous metals output decreased by 5.3% to 2.058 million tons. 44,000 concrete machineries were manufactured, an 8.7% growth over last year. 671000 cars were produced, decreasing by 5.5%. The electric energy production reached 134.92 billion kilowatt hours, up 4.4% over the last year.

The profit of industrial enterprises above designated size totaled 193.09 billion yuan, an increase of 24.3%. The state-owned enterprises made a total profit of 12.15 billion yuan, up by 12.6%; collectively-owned enterprises made 740 million yuan, down by 6.4%; stock cooperative enterprises 140 million yuan, down by 10.5%; joint-equity enterprises 154.9 billion yuan, up 27.7%; foreign-funded and Hong Kong, Macau, and Taiwan-investing enterprises made a gross profit of 17.44 billion yuan, up by 25.2%; and, other domestic enterprises gained profit of 7.72 billion yuan, decreasing by 8.4%. Top five profitable industrial sectors were: non-metallic minerals product, gaining a profit of 17.2 billion yuan, up by 20.9%; chemical raw materials and chemical products, with a profit of 16.21 billion yuan, up by 34%; agricultural and sideline food processing, a profit of 15.09 billion yuan, increasing by 16.7%; the special equipment manufacturing, a profit of 14.41 billion yuan, growing by 196%; and, the tobacco processing, a profit of 9.67 billion yuan, up by 7%; and, computer, communication, and other electronic equipment manufacturing made a profit of 9.0 billion yuan, up by 20.3%. The cost of the main business income per 100 yuan of industrial enterprises above designated size was 83.67 yuan, a decrease of 0.38 yuan. At the end of the year, the asset-liability ratio of industrial enterprises above designated size was 49.75%, down by 2.04 percentage points.

 

The added value of construction industry was 228.27 billion yuan, making an increase of 5.1% over the last year. The profits made by construction enterprises qualified for general contracts and specialized contracts reached 25.21 billion yuan, growing by 9.3%. The housing construction areas totaled 546.039 million square meters, a rise of 8.5%, while the area of completed construction reached 198.403 million square meters, rising by 6.5%.

 

Ⅳ. Investment in Fixed Assets
The provincial investment in fixed assets (excluding rural households) increased by 13.1% over the last year to 3132.81 billion yuan, of which, non-government investment totaled 1875.96 billion yuan, increasing by 14.5% and accounting for 59.9% of the total. Classified by types of economy, the investments in fixed assets of state-owned units and non-state-owned units were 1039.5 billion and 2093.3 billion yuan, up by 12.3% and 13.6% respectively. As for investment direction, the investments in people’s livelihood, ecology, infrastructure, high-tech industry, technical innovation, and strategic emerging industry were 301.59 billion, 140.25 billion, 851.74 billion, 221.3 billion, 613.02 billion, and 725.84 billion yuan, increasing by 12.8%, 12.5%, 15.9%, 24.7%, 3.9%, and 13.5% respectively. Regionally, the investments in Changsha-Zhuzhou-Xiangtan (CZT) city cluster area reached 1239.53 billion yuan, rising by 13.9%; the investments in southern Hunan was 711.04 billion yuan, a rise of 13.5%; in western Hunan 523.27 billion yuan, up by 13.8%; and, in Dongting Lake area 642.94 billion yuan, seeing 14% growth.

There were 58178 projects under construction across the province, showing a 16.4% rise over the last year. Of which, 43966 new projects were launched over the course of the year, increasing by 7.5%; and, 42862 projects have been put into operation, up by 28.4%.

 

The investment in real estate development totaled 342.61 billion yuan, increasing by 15.9% over the last year. Of the total, residential housing investment was 219.44 billion yuan, up by 17.3%. The commercial housing sales increased by 5.5% to 85.323 million square meters, valuing 446.07 billion yuan, up by 18.9%. The residential housing sales rose by 73.683 million square meters, valuing 357.08 billion yuan, rising by 14.7%. The area of residential housing for sale totaled 20.155 million square meters at year-end, 8.86 million square meters less than last year, a decline of 30.5%.

Ⅴ. Domestic Trade and Prices
Hunan’s total retail sales of consumer goods reached 1,485.49 billion yuan, a growth of 10.6% over the previous year. In terms of location of business, the retail sales of consumer goods in urban areas stood at 1,341.14 billion yuan, up by 10.4% and that in rural areas 144.34 billion yuan, up by 11.9%. As for consumption types, 1301.33 billion yuan were made in commodity retail sales and 184.16 billion yuan in catering, increasing by 10.4% and 11.8% respectively. In terms of regions, the total retail sales of consumer goods in Changsha-Zhuzhou-Xiangtan (CZT) city cluster, southern Hunan, western Hunan, and the Dongting Lake area was 623.11, 290.11, 258.37, and 313.9 billion yuan, a year-on-year growth of 10.5%, 10.6%, 10.7%, and 10.4% respectively.

The total retail sales of the legal entities of wholesale and retail industry above quota limit stood at 525.14 billion yuan, up by 11.4% over the previous year. Of the total, sales of commodities for culture, entertainment, sports, and health grew by 12.6%; and online retail sales increased by 41.8% to 110.75 billion yuan. The retail sales of grain, oil, and groceries increased by 15.8%; that of household appliances and audio-video equipment by 12.4%, stationery by 21.7%, furniture up by 26.6%, petroleum and related products by 12.3%, renovation and decoration materials by 29%, and automobiles by 9.3%.

 

In 2017, the CPI (Consumer Price Index) in Hunan increased by 1.4% over the previous year. The CPI in urban and rural areas went up by 1.6% and 1.1% respectively. The retail price of commodities surged by 1.3%, and the industrial cost price and purchase price grew by 5.8% and 7.2% respectively. Price of fixed assets investment went up by 5.7%. The producer price of agricultural products decreased by 2%, while the price for means of agricultural production rose by 1%.

Ⅵ.Foreign Economic Relations

Hunan’s total import and export value was worth 243.43 billion yuan, representing a year-on-year increase of 39.8%. Of the total, the export value was 156.55 billion yuan, up by 33.3%, and the import value 86.88 billion yuan, up by 53.3%. In terms of types of trade, the export value of general trade reached 112.55 billion yuan, up by 28.5%, and that of processing trade totaled 43.17 billion yuan, up by 47.7%. Considering top 5 exported commodity categories, the export value of apparel and clothing accessories was 9.89 billion yuan, up by 29%; shoes increased by 29.5% to 6.93 billion yuan; speakers grew by 103% to 6.13 billion yuan; steel went up by 8.6% to 5.38 billion yuan; and, bags and containers increased by 14.8% to 4.65 billion yuan. The exports by major countries (regions) to Hong Kong increased by 28.6% to 36.76 billion yuan; that to USA, EU, Japan, and the ASEAN countries increased by 30.5%, 31.5%, and 47.6% to 22.74, 20.39, and 21.9 billion yuan respectively.

The actual utilized foreign direct investment (FDI) in Hunan was 14.47 billion USD, a year-on-year increase of 12.6%. FDI in the primary industry was 0.53 billion USD, down by 15.5%; while that in secondary industry and tertiary industry was 7.46 billion USD and 6.48 billion USD, an increase of 8.8% and 20.8% respectively. Hunan introduced 8 foreign-funded projects with paid-in investment of over 30 million USD for each. It also attracted 25 new investment projects of the Fortune 500 within the year. By the end of 2017, 193 enterprises of the Fortune 500 had invested in Hunan. Moreover, it attracted 509.79 billion yuan of actual investment from other provinces in China, up by 16.9%. Of the total, the investments in the primary, secondary, and tertiary industry were 40.37, 258.27, and 211.15 billion yuan, up by 39%, 17.2% and 13% respectively. A total of 512 projects worth over two hundred million yuan were introduced from other provinces, an increase of 20.8%; the paid-in investment reached 179.82 billion yuan, up by 15%.

 

The value of new contracts on foreign projects, labor service cooperation, and design consultation signed by the province totaled 7.6 billion USD, a year-on-year increase of 15.2%. The turnover of these projects totaled 7.05 billion USD, up by 11.7%; and there were 109,000 expatriate labors, up by 12.6%. In 2017, the volume of foreign investment contracts was 2.35 billion USD, down by 49.9%. Of the total, the agreed investment amount decreased 40.1% to 2.01 billion USD; the actual foreign investment decreased 18.1% to 1.35 billion USD.

 

Ⅶ. Transportation, Post, Telecommunications, and Tourism

Hunan’s total converted turnover volume of passenger and freight traffic was 536.7 billion ton-km, a year-on-year increase of 6.2%. The turnover volume of freight traffic was 431.86 billion ton-km, a growth of 6.1%. Of the total, cargo transported via rail was 81.56 billion ton-km, an increase of 8.8%, and that by road was 299.06 billion ton-km, increasing by 11.3%. The total turnover volume of passenger traffic was 168.27 billion person-km, a rise of 1.8%. Of the total, passengers traveling by rail increased 7.5% to 98.15 billion person-km, that by road declined 8.7% to 52.66 billion person-km, and that utilizing civil aviation reached 17.11 billion per-km, increasing by 7.6%.

 

The total highway mileage amounted to 240 thousand kilometers, 0.6% higher than that at the end of previous year. Among which, the expressway mileage increased by 338.5 kilometers to 6418.5. Railway mileage totaled 4697.6 kilometers, among which high-speed railway mileage reached 1396.4 kilometers. The total number of motor vehicles for civilian use reached 6.889 million, up by 14.2%, private-owned vehicles stood at 6.36 million, growing by 15.4%, and cars for civilian use numbered 3.781 million, up by 15.2%.

Of the total, post services was 19.26 billion yuan, an increase of 34.4%, and telecommunication services was 92.85 billion yuan, a growth of 67%. The year of 2017 also saw 6.744 million fixed telephone subscribers, decreasing by 1.2%. Mobile phone users numbered 56.834 million by the end of 2017, up by 13.8%. Internet broadband subscribers amounted to 13.155 million, a year-on-year increase of 23.3%.

 

The year of 2017 saw 670 million domestic tourist trips in Hunan, rising by 18.3% compared with that of 2016. The number of inbound trips to Hunan totaled 3.227 million, an increase of 8.6%. The overall revenue generated by tourism amounted to 717.26 billion yuan, an increase of 31.3%. Domestic tourism revenue reached 708.52 billion yuan, marking a 31.4% growth, while international tourism income increased by 11.7% to 1.3 billion USD.

 

Ⅷ. Finance, Banking, and Insurance

Hunan’s total fiscal revenue reached 456.57 billion yuan, up by 7.4% compared with the previous year, and local fiscal revenue, totaling 275.67 billion yuan, increased by 4.9%. Of the total, tax revenue and non-tax revenue reached 175.88 billion yuan (an 18.7% increase) and 99.79 billion yuan (a 13% decrease) respectively. Tax revenue turned over to the central government reached 136.63 billion yuan (an increase of 12.8%), including 43.78 billion yuan income tax, an 18% increase. Hunan’s fiscal expenditure totaled 685.77 billion yuan, up by 8.2%. The expenditures for social security and employment, urban and rural communities’ affairs, as well as science and technology were 102.27 billion yuan, 73.37 billion yuan and 9.02 billion yuan, up by 17%, 14.5% and 26.3% respectively. While the expenditure for housing security was 25.21 billion yuan, down by 17.4%.

Savings deposits in RMB and foreign currencies in all items of financial institutions totaled 4,672.93 billion yuan at the end of the year, an increase of 11.3% compared with that at the end of the previous year. Of the total, savings deposit of households and non-financial enterprises were 2337.16 billion yuan and 1383.98 billion yuan, up by 10% and 12.8% respectively. By the end of the year, loans in RMB and foreign currencies in all items of financial institutions totaled 3,185 billion yuan, up by 15.7%. Of the total, loans for households, and loans for non-financial enterprises, government agencies and organizations were 1090.42 billion yuan and 2085.18 billion yuan, up by 19.5% and 13.7% respectively.

There were 116 listed companies in Hunan Province by the end of 2017, among which 101 are listed at home and 15 listed overseas. There were 17 new companies listed on China’s A-share market in the year. The direct financing of the province totaled 344.46 billion yuan, up by 9.5%. Of the total, 61.28 billion yuan was raised through issuing stocks and rationing shares. At the end of the year, there were 410 stock companies in the province with 6680.97 billion yuan trading volume. There were three futures companies in the area with 1853.6 billion yuan business volume.

 

The premium received by the insurance companies totaled 111.02 billion yuan in 2017, up by 25.2% over the previous year. Of the total, the premiums of life insurance, health insurance, accident insurance and property insurance were 63.43 billion yuan (a 27.9% increase), 13.43 billion yuan (an increase of 40.7%), 2.75 billion yuan (an increase of 23.4%) and 31.42 billion yuan (an increase of 15.1%) respectively. Meanwhile, insurance companies paid an indemnity worth 37.68 billion yuan, a growth of 10.8%.

 

Ⅸ. Education, Science and Technology

There were 109 regular institutions of higher learning at the end of the year. The number of postgraduates was 19 thousand, the number of graduates from university and specialized colleges associated with general higher education was 333 thousand, and that of graduates from secondary vocational schools was 195 thousand. The number of senior secondary school graduates, junior secondary school graduates and primary school graduates was 344 thousand, 733 thousand and 781 thousand respectively. Kindergartens accommodated 2.29 million children, a year-on-year increase of 1.8%. Enrolment rate of school-age children in primary school hit 99.98% and the secondary gross enrollment rate was 91.5%. There were 2.821 million students enrolled in 12,907 non-government colleges and schools. 930 million yuan was offered as national scholarships and student grants for 534 thousand students of colleges and universities. 350 million yuan of state stipend was offered to 349 thousand students of secondary vocational schools. 1.22 billion yuan of tuition waivers was offered to 1.015 million students of secondary vocational schools, 8.88 billion yuan was allocated for compulsory education, and 440 million yuan as a state stipend for senior secondary schools.

There were 4 national and 100 provincial engineering research centers in Hunan by the end of 2017. 18 national-provincial joint engineering research centers and 34 engineering laboratories were set up. 14 national engineering (technology) research centers and 285 engineering (technology) research centers at the provincial level were established. There were 18 national key laboratories and 204 key laboratories at the provincial level as well as 45 national-recognized enterprise technology centers. A total of 5,723 technology transfer contracts were signed, representing 20.311 billion yuan in value. The number of registered scientific research results reached 704 among which, 16 won National Scientific and Technological Advancement Awards, one National Natural Science Awards. In 2017, a number of major innovations were made, such as the third generation hybrid rice breeding, virtual track train, 1000Kv field assembled transformer, and the first microgravity chemical satellite “Chenjiayong No.1 Satellite”. Key national technological projects including the “two major machines” (aircraft engine and gas turbine) special program were undertaken and the homegrown AG600, codenamed Kunlong using Turboprop engine 6 took to the skies for its maiden flight. The number of patent applications and authorized patents reached 77,934 and 31,365 respectively, increased by 27.8% and 41.9%.Of this total, 37,916 patent applications for original inventions were accepted, up by 9.6%; and 7,909 patents for such inventions were authorized, up by 10%. The number of patent applications for enterprises, universities and colleges, and scientific research institutes reached 41,272, 12,428 and 708 respectively, while the number of authorized patents were 18,049, 7,308 and 369. The value-added of new and high-technology industry was 811.995 billion yuan, up by 14.7%.

 

By the end of 2017, 1,460 testing organizations for product inspection have been established in Hunan. Of which, there were 24 national product quality supervision and inspection centers, and 103 legal agencies for metrology verification. There were 1,768 special equipment manufacturers and 315 thousand such facilities across the province. 6,733 batches of key industrial products were under quality random inspection, with a qualification rate of 96.3%. Hunan has involved in the development of 13 international standards and 42 national standards, and established 224 local standards. The departments of land and resources published 109 kinds of maps, witnessed 623 thousand visits to MAPWORLD, and offered 518 thousand fundamental geographic information data.

 

Ⅹ. Culture, Public Health and Sports

By the end of 2017, there were 439 art-performing groups, 143 mass art centers and culture centers, 137 public libraries, 115 museums and memorials, 13 radio broadcasting stations, and 15 television stations. Subscribers to cable television programs numbered 12.153 million households. Radio broadcasting and television broadcasting coverage rates were 98.49% and 99.3% respectively, up by 3.81 and 1.04 percentage points. There were 118 state-level intangible cultural heritage protection projects and 324 provincial level protection projects in the province. 11,942 sorts of books, 250 types of magazines, and 48 types of newspapers were issued. A total of 460 million copies of books, 140 million copies of magazines and 940 million copies of newspapers were issued.

 

By the end of 2017, there were 58722 medical and health institutions in the province, including 1312 hospitals, 137 maternal and child health-care institutions, 84 specialized epidemic disease prevention and control centers, 2229 township health centers, 746 community health service centers, 10782 clinics, and 42187 village clinics. There were a total of 416000 health workers, an increase of 5.9% over the last year. Of the total, practicing doctors and assistant practicing doctors numbered 174000, up by 8%; registered nurses numbered 172000, up by 6.7%. The hospitals in the province possessed 319000 beds, up by 6.7% and township health centers 101000 beds, up by 4.6%.

 

The province carried out 2623 mass fitness programs with regular participants of 23.998 million. The number of administrative villages with newly-built sports fitness projects for farmers was 400. In 2017, Hunan athletes won 2 world championships, 6 Asian championships and 56 national championships. There were altogether 106405 sports grounds and related buildings, including 245 stadiums, 7493 sports grounds, 615 swimming pools and 5487 all sorts of training rooms.

 

Ⅺ. Population, Living Conditions, and Social Security

By the end of 2017, the population of permanent residents in Hunan reached 68.602 million, including 37.47 million urban residents with an urbanization rate of 54.62%, a year-on-year growth of 1.87 percentage points. The year of 2017 saw 908 thousand births, a birth rate of 13.27‰; 484 thousand deaths, a death rate of 7.08‰ and a natural population growth rate of 6.19‰. The number of population aged 0-15 (under the age of 16) accounted for 19.74% of that of permanent residents, a year-on-year increase of 0.03 percentage points; the number of population aged 16-59 (under the age of 60) occupied 62.1% of that of permanent residents, decreased by 0.58 percentage points; and the number of population aged over 60 took 18.16% of the total of permanent residents, up by 0.56 percentage points.

In 2017, the annual per capita disposable income of population in the province was 23,103 yuan, up by 9.4% or a real increase of 7.9% after deducting price factors, whose median was 19,628 yuan, up 8.5%. The annual per capita disposable income of urban residents was 33,948 yuan, up by 8.5% or a real increase of 6.8% after deducting price factors, whose median reached 31,600 yuan, up 8.7%; the annual per capita disposable income of rural residents was 12,936 yuan, up by 8.4% or a real increase of 7.2% after deducting price factors, and its median was 11,877 yuan, an increase of 7.6%. The ratio of urban and rural residents’ income was 2.62:1, the same as last year. Regionally, the per capital disposable income in Changsha-Zhuzhou-Xiangtan (CZT) city cluster reached 36,162 yuan, a year-on-year growth of 8.8%, 21,457 yuan in southern Hunan area (an increase of 8.9%) , 15,674 yuan in western Hunan (10.4% growth) as well as 21,005 yuan in Dongting Lake Ecological and Economic Zone, an increase of 9.3%. The annual per capita disposable income of rural residents in poverty-stricken areas was 9,268 yuan, an increase of 10.7%. And the per capita monthly income of migrant workers was 3,844 yuan, up 6.9%.

 

 

The per capita consumption expenditure of population in the province was 17,160 yuan, up by 9% over the previous year, or a real increase of 7.5% after deducting price factors. The per capita consumption expenditure of urban residents was 23163 yuan, an increase of 8.1%, or a real increase of 6.4% after deducting price factors; and that of rural residents 11534 yuan, an increase of 8.5%, or a real increase of 7.3% after deducting price factors. The ratio of expenditure on food to the total consumption expenditure of households (Engel’s coefficient) was 29.2%, down by 1.4 percentage points over the previous year. It was 28.4% for urban households and 30.5% for rural households.

 

In 2017, a total number of 751 thousand new jobs were created in urban areas. The total number of migrant workers reached 17.764 million, up by 1.8% over the last year. At the end of the year, the number of people participating in urban basic pension programs for staff and workers was 12.794 million, a year-on-year increase of 755000. Of the total, 8.566 million were staff and workers, and 4.228 million were retirees. A total of 69.063 million people participated in urban basic health insurance programs, including 8.672 million urban staff and workers and 60.391 million urban residents. A total of 5.638 million people participated in unemployment insurance programs, an increase of 263000 and a total of 7.828 million people participated in work accident insurance programs. The number of people participated in maternity insurance programs totaled 5.619 million. By the end of 2017, 146000 staff and workers received unemployment insurance benefits. The total expenditure of lowest subsistence allowances was 3.48 billion yuan for 766 thousand urban residents and 3.78 billion yuan for 1.249 million rural residents. At the end of 2017, adoption agencies of various kinds provided 291000 beds, adopting 158000 people. The province had 15195 various community service facilities, among which 6565 were comprehensive community service centers. A total of 8.9 billion yuan worth of social welfare lottery tickets was sold, raising 2.5 billion yuan for social welfare. By the end of the year, 231 thousand rural decrepit houses were renovated. Water safety guarantee has been made to 1.531 million more people in rural areas and 32 thousand poverty-stricken people were resettled.

 

Ⅻ. Resources, Environment and Work Safety

A total of 144 kinds of mineral deposits have been discovered in the province and 109 kinds of minerals with proved reserves explored, including 7 energy-related minerals, 39 metallic minerals, 61 nonmetallic minerals, and 2 liquid minerals. The number of geological exploration implementation projects (including continuing projects) totaled 175 and a total of 5 new mineral deposits of large or medium size were discovered. There were 12 national geological parks. A total of 360 comprehensive land consolidation projects at or above provincial level were implemented, harnessing 98000 hectares of land.

 

The total percentage of the number of good air quality days of the 13 cities and one prefecture in Hunan reached 81.5%, up 0.2 percentage points from last year. 93.6% of actual 345 monitoring surface water across sections met the water surface standard of Class III. A total of 163 natural reserves with an area of 1.356 million hectares were approved, including 22 national-level and 27 provincial-level natural reserves. The year 2017 witnessed the afforestation area of a total of 343000 hectares. 1.316 million hectares of hills were cordoned off for afforestation and the stocking volume of living woods reached 550 million cubic meters; and the forest coverage was 59.68%.

 

Preliminary estimation indicated that the total energy consumption of above-scale industrial enterprises this year amounted to 60.405 million tons of standard coal equivalent, an increase of 1.7% over the last year. Of the total, the energy consumption of the top six high energy-consuming industries amounted to 48.008 million tons of standard coal equivalent, up by 1.9%. Major pollutants including emissions of chemical oxygen demands, sulfur dioxide, ammonia nitrogen, and nitric oxide decreased by 5.56%, 6.65%, 3.04% and 5.07% respectively.

 

A total of 1043 work-related accidents of various kinds happened during production or operation was reported in the province, and the death toll amounted to 864. The death toll from work accidents every 100 million yuan worth of GDP was 0.02 people, work accidents in industrial, mining, and commercial enterprises caused 1.43 deaths out of every 100 thousand employees, and the death toll for one million tons of coal produced in coalmines was 1.39 persons. This year witnessed 5,649 traffic accidents, down by 24.8%. And the road traffic death toll per 10 thousand vehicles was 1.01 persons, a decline of 0.53 person per 10 thousand vehicles.
