In 2016, facing increasing downward pressure, under the leadership of the CPC Hunan Provincial Committee and the Hunan Provincial People’s Government, the people of the province conscientiously implemented the decisions and deployment of the Central Government and the State Council, and the innovative idea of development. Priority was placed to maintaining stable growth, resolutely pushing forward supply-side structural reform, and making coordinated efforts to maintain steady growth, accelerate reform, adjust economic structure, improve people’s living standards, and fend off risks. The province economy kept a smooth, stable and improved development trend. A good start was made for the “13th Five-Year period”.
Ⅰ.General Outlook
Based on the preliminary calculations, the total GDP of Hunan was 3124.47 billion yuan, an increase of 7.9% over the same period last year. Of the total, the added value of the primary industry, secondary industry, and tertiary industry was 357.84 billion yuan, 1318.10 billion yuan, and 1448.53 billion yuan, showing an increase of 3.3 percent, 6.6 percent, and 10.5 percent respectively. The per capita GDP calculated on permanent population was 45,931 yuan, up by 7.3%.
The proportion of the three industrial sectors was 11.5:42.2:46.3. The service enterprises above designated size realized a revenue of 257.72 billion yuan, up by 18.3%, and made a total profit of 24.35 billion yuan, up by 12.1%. The proportion of the tertiary industry went up by 2.1 percent. The industrial added value accounted for 35.8% of the regional GDP, making a year-on-year decline of 2.1%. The added value of high-tech sectors made up 22.0% of the regional GDP, rose by 0.8%. The added value of non-public ownership sectors increased by 8.7% to 1873.99 billion yuan, accounting for 60.0% of the regional GDP, up by 0.4%. Strategic emerging industry made an added value of 349.92 billion yuan, increasing by 9.4% and accounting for 11.2% of the regional GDP. The contribution rates of the primary, secondary, and tertiary industry was 4.8%, 37.0%, and 58.2%, among which the tertiary industry contributed 4.3% higher than that of the previous year to economic growth. The added value of secondary industry and production service industry respectively contributed 31.6% and 20.0% to economic growth. The contribution rates of gross capital formation, final consumption expenditure, and net outflow of commodities and services to economic growth reached 49.5%, 52.7%, and -2.2% respectively.
Regionally, the Changsha-Zhuzhou-Xiangtan (CZT) city cluster’s GDP was 1368.19 billion yuan, growing by 9.0% over the same period of last year. South Hunan’s GDP increased by 8.0% to 660.96 billion yuan. Western Hunan’s GDP was 534.56 billion yuan, rising 7.8%. Dongting Lake area’s GDP reached 754.06 billion yuan, up by 7.8%.
Ⅱ.Agriculture
As for the primary industry, the added value of agriculture sector hit 227.66 billion yuan, making a year-on-year increase of 3.6%. The forestry, husbandry, and fishery sectors made added value of 23.78 billion, 80.54 billion, and 25.86 billion yuan, growing by 8.2%, -0.1%, and 6.5% respectively.
Hunan’s sown area of grain was 4.891 million hectares, decreasing by 1.1% over the last year. Cotton planting covered an area of 104 thousand hectares, making a decline of 8.9%. The area of sugar crops planting reached 13 thousand hectares, increasing by 1.1%. The area for oil-bearing crops was 1.438 million hectares, a decline of 0.5%. Vegetable planting area was 1.42 million hectares, a rise of 3.5%.
The grain output totaled 29.531 million tons, reducing 1.7% over the past year. Oil-bearing crops output was tied with last year; cotton output declined by 15.2%; and, flue-cured tobacco, tea, and vegetable output rose by 2.5%, 5.9%, and 5.0% respectively. The output of pork, beef, and mutton was decreased by 2.6%. Production of milk, aquatic products, and poultry and eggs increased 4.1%, 4.0%, and 3.2% respectively.
The newly increased farmland effective irrigation area in 2016 reached 28,000 hectares, up by 37%. The newly increased water-saving irrigation area was extended to 19,000 hectares. 75,000 water conservancy projects came into operation with an investment of 29.2 billion yuan. 1.06 billion cubic meters of water conservancy earthwork was constructed. 10,588 km roads in rural areas were repaired and modernized.
Ⅲ.Industry and Construction
The added value of all industrial sectors totaled 1117.73 billion yuan, making an increase of 6.6% over last year. The added value of industrial enterprises above the designated size grew by 6.9%, with non-public businesses’ added value increasing by 8.7%, accounting for 77.0% of the total, up 1.4%. The added value of high processing industry and hi-tech manufacturing rose by 10.6% and 11.4%, accounting for 38.0% and 11.2% of that of the industrial enterprises above designated size, respectively up 0.8 and 0.7 percent. The added value of provincial-and-above industrial parks increased by 9.4%, accounting for 65.7% of that of the industrial enterprises above designated size, up 4.2 percent over the same period last year. The added value of six high energy-consuming industries grew by 5.1%, accounting for 30.6% of the industrial enterprises above designated size which was 0.3 percent higher than last year. Regionally, the Changsha-Zhuzhou-Xiangtan (CZT) city cluster area made a 7.3% increase in added value, with southern Hunan increasing by 6.6%, western part increased by 6.4%, and the Dongting Lake area up 6.6%.
58.8% industrial products of enterprises above designated size made higher output. The output of rice was 14.515 million tons, up by 5.8%; fodder increased by 6.0% to 18.197 million tons; crude processing volume hit 8.406 million tons, a decline of 4.2%; cement and steel output totaled 121.777 million and 19.987 million tons, respectively growing by 3.9% and 3.6%; and ten non-ferrous metals output decreased by 14.5% to 2.267 million tons. 40,000 concrete machineries were manufactured, a 9.3 percent decrease over last year. 741,000 cars were produced, increasing by 30.8%. The electric energy production reached 128.47 TWh, up 4.5% over the last year.

The profit of industrial enterprises above designated size totaled 162.05 billion yuan, an increase of 4.5%. The state-owned enterprises made a total profit of 11.37 billion yuan, down by 12.6%; collectively-owned enterprises made 890 million yuan, down by 12.8%; stock cooperative enterprises 170 million yuan, down by 50.7%; joint-equity enterprises 124.94 billion yuan, up 6.0%; foreign-funded and Hong Kong, Macau, and Taiwan-investing enterprises made a gross profit of 14.11 billion yuan, up by 12.8%; and, other domestic enterprises gained profit of 10.57 billion yuan, increasing by 2.2%. Top five profitable industrial sectors were: non-metallic minerals product, gaining a profit of 14.81 billion yuan, up by 10.7%; chemical raw materials and chemical products, with a profit of 13.24 billion yuan, down by 5.1%; agricultural and sideline food processing, a profit of 12.72 billion yuan, increasing by 2.1%; the tobacco processing, a profit of 9.04 billion yuan, down by 19.5%; and, computer, communication, and other electronic equipment manufacturing made a profit of 9.0 billion yuan, up by 20.3%.
The added value of construction industry was 201.66 billion yuan, making an increase of 6.7% over the last year. The profits made by construction enterprises qualified for general contracts and specialized contracts reached 23.96 billion yuan, growing by 6.8%. The housing construction areas totaled 503.275 million square meters, a rise of 5.9%, while the area of completed construction reached 186.292 million square meters, rising by 7.1%.
Ⅳ.Investment in Fixed Assets
The provincial investment in fixed assets (excluding rural households) increased by 13.8% over the last year to 2768.85 billion yuan, of which, private investment totaled 1638.13 billion yuan, increasing by 3.8% and accounting for 59.2% of the total. Classified by types of economy, the investments in fixed assets of state-owned units and non-state-owned units were 925.35 billion and 1843.49 billion yuan, respectively up by 23.9% and 9.4%. As for investment direction, the investments in people’s livelihood, ecology, infrastructure, high-tech industry, and strategic emerging industry were 267.46 billion, 124.67 billion, 734.99 billion, 177.44 billion, and 639.6 billion yuan, respectively increasing by 46.4%, 29.3%, 26.2%, 19.7%,and 17.5%. While technical innovation decreased 0.1%, reaching 719.6 billion yuan. Regionally, the investments in Changsha-Zhuzhou-Xiangtan (CZT) city cluster area reached 1097.74 billion yuan, rising by 13.9%; the investments in southern Hunan was 626.26 billion yuan, a rise of 14.0%; in western Hunan 459.86 billion yuan, up by 14.1%; and, in Dongting Lake area 564 billion yuan, seeing 14.5% growth.
49,962 projects were under construction across the province, showing a 4.8% rise over last year. 40,912 new projects were launched over the course of the year, increasing by 4.3%. 33,375 projects have been put into operation, falling by 5.8%.
The investment in real estate development totaled 295.7 billion yuan, increasing by 13.1% over the last year. Of the total, residential housing investment was 187.13 billion yuan, up by 3.8%. The commercial housing sales increased by 27.1% to 80.854 million square meters, valuing 375.19 billion yuan, up by 37.0%. The residential housing sales rose by 71.907 million square meters, valuing 311.36 billion yuan, rising by 38.1%. The area of residential housing for sale totaled 29.015 million square meters at year-end, 4.081 million square meters less than last year, a decline of 12.3%.

Ⅴ.Domestic Trade and Prices
Hunan’s total retail sales of consumer goods reached 1,343.65 billion yuan, a growth of 11.7 percent over the previous year. The retail sales of consumer goods in urban areas stood at 1,214.66 billion yuan, up by 11.6 percent and that in rural areas 128.99 billion yuan, up by 13.1 percent. In terms of regions, the total retail sales of consumer goods in Changsha-Zhuzhou-Xiangtan (CZT) city cluster, southern Hunan, western Hunan and Dongting Lake area was 563.83, 262.3, 233.31 and 284.22 billion yuan, a year-on-year growth of 11.6, 11.8, 11.8 and 11.9 percent respectively.

The total retail sales of the legal entities of wholesale and retail industry above quota limit stood at 499.91 billion yuan, up by 12.9 percent over the previous year. Of the total, sales of commodities for entertainment, sports and health grew by 21.4 percent. The retail sales of grain, oil, groceries increased by 17.8 percent; that of books, magazines, and other publications by 64.8 percent, household appliances and audio-video equipment by 10.8 percent, stationery by 19.2 percent, communication equipment went up by 20.0 percent, renovation and decoration materials by 37.3 percent and automobiles by 15.1 percent.
In 2016, the CPI (Consumer Price Index) in Hunan increased by 1.9 percent over the previous year. The CPI in urban and rural areas went up by 1.9 and 1.9 percent respectively. The retail price of commodities surged by 1.0 percent, and the industrial cost price and purchase price declined by 1.1 and 2.0 percent respectively. Price of fixed assets investment went up by 0.4 percent. The agricultural cost price increased by 4.7 percent, while price of agricultural production goods rose by 1.7 percent.

Ⅵ.Foreign Economic Relations
Hunan’s total import & export value was worth 178.22 billion yuan, representing a year-on-year decrease of 2.1 percent. Of the total, the export value was 120.53 billion yuan, up by 1.5 percent, and the import value 57.7 billion, down by 8.9 percent. In terms of types of trade, the export value of general trade reached 88.3 billion yuan, up by 21.3 percent, and that of processing trade totaled 30.26 billion, down by 22.7 percent. Considering commodity categories, the export value of apparel and clothing accessories was 7.66 billion yuan, up by 51.6 percent; that of steel and metallic silver declined 18.0 percent and 5.9 percent to 4.95 and 3.97 billion yuan respectively; that of household ceramics increased 5.6 percent to 2.38 billion yuan. The exports by major countries (regions) to Hong Kong decreased 7.5 percent to 30.73 billion yuan; that to the USA, the EU, and Japan increased 26.5 percent, 40.0 percent and11.5 percent year on year to 17.43, 15.51, and 2.8 billion yuan respectively.

The actual utilized foreign direct investment (FDI) in Hunan was 12.85 billion USD, a year-on-year increase of 11.1 percent. FDI in the primary and secondary industry was 0.62 and 6.86 billion USD, down by 0.4 and 4.0 percent respectively; while that in tertiary industry increased 41.5 percent to 5.37 billion yuan. Hunan introduced 10 foreign-funded projects with paid-in investment of over 30 million USD for each. It also attracted two enterprises in the Fortune 500 within the year. By the end of 2016, 140 enterprises of the Fortune 500 had invested in Hunan. Moreover, it attracted 436.18 billion yuan of actual investment from other provinces in China, up by 15.0 percent. Of the total, the investments in the primary, secondary, and tertiary industry were 29.04, 220.4, and 186.73 billion yuan, up by 50.4, 5.9, and 23.1 percent respectively. A total of 424 projects worth over two hundred million yuan were introduced from other provinces, an increase of 22.9 percent; the paid-in investment reached 156.33 billion yuan, up by 21.3 percent.
The value of new contracts on foreign projects, labor service cooperation, and design consultation signed by the province totaled 6.6 billion USD, a year-on-year increase of 11.6 percent. The turnover of these projects totaled 6.31 billion USD, up by 22 percent; and there were 96,000 expatriate labors, up by 17.8 percent. In 2016, the volume of foreign investment contracts was 4.7 billion USD, up by 51.7 percent. Of the total, the agreed investment amount increased 20.6 percent to 3.35 billion USD; the actual foreign investment increased 11.5 percent to 1.65 billion USD.
Ⅶ.Transportation, Post, Telecommunications, and Tourism
Hunan’s total converted turnover volume of passenger and freight traffic was 505.25 billion ton-km, a year-on-year increase of 4.1 percent. The turnover volume of freight traffic was 405.68 billion ton-km, a growth of 4.0 percent. Of the total, cargo transported via rail was 73.5 billion ton-km, a decrease of 2.1 percent, and that by road was 268.66 billion ton-km, increasing by 5.2 percent. The total turnover volume of passenger traffic was 166.93 billion person-km, a rise of 1.1 percent. Of the total, passengers traveling by rail increased 5 percent to 92.44 billion person-km, that by road declined 9.2 percent to 57.7 billion person-km, and that utilizing civil aviation reached 16.47 billion per-km, increasing by 24.5 percent.
The total highway mileage amounted to 238 thousand kilometers, 0.6 percent higher than that at the end of previous year. Among which, the expressway mileage increased by 428 kilometers to 6,080. Railway mileage totaled 4,716 kilometers, among which high-speed railway mileage reached 1,374 kilometers. The total number of motor vehicles for civilian use reached 6.03 million, up by 16.7 percent, private-owned vehicles stood at 5.511 million, growing by 18.2 percent, and cars for civilian use numbered 3.281 million, up by 18.4 percent.

The turnover of post and telecommunication services totaled 134.79 billion yuan, up by 50.8 percent over the previous year. Of the total, post services was 14.34 billion yuan, an increase of 37.7 percent, and telecommunication services was 120.45 billion yuan, a growth of 52.6 percent. The year of 2016 also saw 6.827 million fixed telephone subscribers, decreasing by 13.3 percent. Mobile phone users numbered 49.091 million by the end of 2016, up by 1.0 percent. The number of Internet users was 10.442 million, a year-on-year increase of 17.4 percent.
The year of 2016 saw 560 million domestic tourists in Hunan, rising by 19.5 percent compared with that of 2015. The number of inbound visitors to Hunan totaled 2.408 million, an increase of 6.5 percent. The overall revenue generated by tourism amounted to 470.74 billion yuan, a jump of 26.8 percent. Domestic revenue reached 464.07 billion yuan, marking a 26.8 percent growth, while foreign exchange earnings increased by 17.1 percent to 1.01 billion USD.
Ⅷ.Finance, Banking, and Insurance
Hunan’s total fiscal revenue reached 425.21 billion yuan, up by 6.0 percent compared with the previous year, and local fiscal revenue, totaling 269.79 billion yuan, increased by 7.3 percent. Of the total, tax revenue and nontax revenue reached 155.13 billion yuan (a 1.6 percent increase) and 114.66 billion yuan (a 16.1 percent increase) respectively. Tax revenue turned over to the central government was tied with the previous year of 114.22 billion yuan, including 37.11 billion yuan income tax, a 6.7 percent increase. Hunan’s fiscal expenditure totaled 633.7 billion yuan, up by 10.6 percent. The expenditures for social security and employment, urban and rural communities affairs, poverty alleviation, as well as culture, sports and media were 88.24, 68.38, 9.06 and 15.5 billion yuan, up by 13.2 percent, 24.0 percent, 1.4 times and 38.7 percent respectively.

Savings deposits in RMB and foreign currencies in all items of financial institutions totaled 4,199.67 billion yuan at the end of the year, an increase of 15.9 percent compared with that at the end of the previous year. Of the total, savings deposit of households and non-financial enterprises were 2,124.21 billion yuan and 1,228.09 billion yuan, up by 13.0 percent and 24.6 respectively. By the end of the year, loans in RMB and foreign currencies in all items of financial institutions totaled 2,753.23 billion yuan, up by 13.7 percent. Of the total, loans for households, and loans for non-financial enterprises and government agencies and organizations were 912.43 and 1,834.23 billion yuan, up by 17.2 and 12.3 percent respectively.

There were 104 listed companies in Hunan Province by the end of 2016, among which 88 are listed at home and 16 listed overseas. Five new listed companies were added in the year. The direct financing of the province totaled 314.71 billion yuan, up by 27.6 percent. Of the total, 22.16 billion yuan was raised through issuing stocks and rationing shares. At the end of the year, there were 349 stock companies in the province with 6,922.6 billion yuan trading volume. Three futures companies in the area have been established with 2,077.7 billion yuan business volume.
The premium received by the insurance companies totaled 88.65 billion yuan in 2016, up by 24.5 percent over the previous year. Of the total, the premiums of life insurance, health insurance, accident insurance and property insurance were 49.58 billion yuan (a 27.4 percent increase), 9.54 billion yuan (an increase of 59 percent), 2.23 billion yuan (an increase of 12.6 percent) and 27.31 billion yuan (an increase of 12.3 percent) respectively. Meanwhile, insurance companies paid an indemnity worth 34 billion yuan, a growth of 32.2 percent.
Ⅸ.Education, Science and Technology
There were 108 regular institutions of higher learning at the end of the year. The number of postgraduates was 19 thousand, the number of graduates from university and specialized colleges associated with general higher education was 317 thousand, and that of graduates from secondary vocational schools was 200 thousand. The number of senior secondary school graduates, junior secondary school graduates and primary school graduates was 342 thousand, 740 thousand and 770 thousand respectively. Kindergartens accommodated 2.249 million children, a year-on-year increase of 3.8 percent. Enrolment rate of school-age children in primary school hit 99.99 percent and the secondary gross enrollment rate was 90.6 percent. There were 2.665 million students enrolled in 12,702 non-government colleges and schools. 900 million yuan was offered as national scholarships and student grants for 513 thousand students of colleges and universities. 370 million yuan of state stipend was offered to 335 thousand students of secondary vocational schools. 1.37 billion yuan of tuition waivers was offered to 970 thousand students of secondary vocational schools, 8.61 billion yuan was allocated for compulsory education, and 430 million yuan as a state stipend for senior secondary schools.

There were 4 national and 67 provincial engineering research centers in Hunan by the end of 2016. 15 national-provincial joint engineering research centers and 32 engineering laboratories were set up. 14 national engineering (technology) research centers and 243 engineering (technology) research centers at the provincial level were established. There were 16 national key laboratories and 164 key laboratories at the provincial level as well as 45 national-recognized enterprise technology centers. A total of 3,976 technology transfer contracts were signed, representing 10.56 billion yuan in value. The number of registered scientific research results reached 694, among which, 11 won National Scientific and Technological Advancement Awards, two won National Awards for Technological Invention, and one National Natural Science Awards. The super hybrid rice average yield was 1,088 kilograms per hundred mu, hitting a world record again. A series of hi-tech products including the first train wholly equipped with permanent magnet tractor system were successfully developed. New technological breakthrough was made in pancreatic islets (langerhans) xenotransplantation. The number of patent applications and authorized patents reached 67,779 and 25,524 respectively, increased by 24.4 percent and 30.9 percent. Of this total, 34,050 patent applications for original inventions were accepted, down by 0.1 percent; and 6,967 patents for such inventions were authorized, up by 2.8 percent. The number of patent applications for enterprises, universities and colleges, and scientific research institutes reached 32,343, 11,973 and 783 respectively, while the number of authorized patents were 16,723, 5,881 and 369. The value-added of new and high-technology industry was 685.92 billion yuan, up by 16.0 percent.
By the end of 2016, 1,665 testing organizations for product inspection have been established in Hunan. Of which, there were 23 national product quality supervision and inspection centers, and 103 legal agencies for metrology verification. There were 1,685 special equipment manufacturers and 274 thousand such facilities across the province. 5,485 batches of key industrial products were under quality random inspection, with a qualification rate of 95.1%, 1.7 percentage points higher than that of last year. Hunan has involved in the development of 21 international standards and 27 national standards, and established 245 local standards. The departments of land and resources published 47 kinds of maps, witnessed 489 thousand visits to MAPWORLD, and offered 239 thousand fundamental geographic information data.
Ⅹ.Culture, Public Health and Sports
By the end of 2016, there were 273 art-performing groups, 143 mass art centers and culture centers, 137 public libraries, 113 museums and memorials, 13 radio broadcasting stations, and 15 television stations. Subscribers to cable television programs numbered 12,673,000 households. Radio broadcasting and television broadcasting coverage rates were 94.57 percent and 98.26 percent respectively, up by 0.51 and 0.28 percentage points. There were 118 state-level intangible cultural heritage protection projects and 324 provincial level protection projects in the province. 13,188 sorts of books, 248 types of magazines, and 48 types of newspapers were issued. A total of 490 million copies of books, 140 million copies of magazines and 1.08 billion copies of newspapers were issued.
By the end of 2016, there were 61,055 medical and health institutions in the province, including 1,260 hospitals, 139 maternal and child health-care institutions, 87 specialized epidemic disease prevention and control centers, 2,269 township health centers, 715 community health service centers, 10,519 clinics, and 44,339 village clinics. There were a total of 393,000 health workers, an increase of 5.9 percent over the last year. Of the total, practicing doctors and assistant practicing doctors numbered 161,000, up by 6.5 percent; registered nurses numbered 162,000, up by 8.2 percent. The hospitals in the province possessed 300,000 beds, up by 8.7 percent and township health centers 96,000 beds, up by 3.8 percent.
The province carried out 2,601 mass fitness programs with regular participants of 23.996 million. The number of administrative villages with newly-built sports fitness projects for farmers was 6,500. In 2016, Hunan athletes won 4 world championships, 7 Asian championships and 57 national championships, and broke 1 world record. There were altogether 98,684 sports grounds and related buildings, including 220 stadiums, 7,296 sports grounds, 543 swimming pools and 4,527 all sorts of training rooms.
Ⅺ.Population, Living Conditions, and Social Security
By the end of 2016, the population of permanent residents in Hunan reached 68.22 million, including 35.986 million urban residents with an urbanization rate of 52.75 percent, a year-on-year growth of 1.86 percent. The year of 2016 saw 923 thousand births, a birth rate of 13.57 per thousand; 477 thousand deaths, a death rate of 7.01 per thousand and a natural population growth rate of 6.56 per thousand. The number of population aged 0-15 (under the age of 16) accounted for 19.71 percent of that of permanent residents, a year-on-year increase of 0.14 percentage; the number of population aged 16-59 (under the age of 60) occupied 62.68 percent of that of permanent residents, decreased by 0.58 percentage; and the number of population aged over 60 took 17.61 percent of the total of permanent residents, up by 0.44 percentage.

In 2016, the annual per capita disposable income of population in the province was 21,115 yuan, up by 9.3 percent or a real increase of 7.3 percent after deducting price factors, whose median was 18,096 yuan, up 8.7 percent. The annual per capita disposable income of urban residents was 31,284 yuan, up by 8.5 percent or a real increase of 6.5 percent after deducting price factors, whose median reached 29,064 yuan, up 6.8 percent; the annual per capita disposable income of rural residents was 11,930 yuan, up by 8.5 percent or a real increase of 6.5 percent after deducting price factors, and its median was 11,041 yuan. The ratio of urban and rural residents income was 2.62:1, the same as last year. Regionally, the per capital disposable income in Changsha-Zhuzhou-Xiangtan (CZT) city cluster reached 33,236 yuan, a year-on-year growth of 8.4 percent, 19,698 yuan in southern Hunan area (an increase of 9.0 percent) , 14,198 yuan in western Hunan (10.3 percent growth) as well as 19,225 yuan in Dongting Lake Ecological and Economic Zone, an increase of 9.2 percent.
The per capita consumption expenditure of population in the province was 15,750 yuan, up by 10.4 percent over the previous year. The per capita consumption expenditure of urban residents was 21,420 yuan, an increase of 9.8 percent; and that of rural residents 10,630 yuan, an increase of 9.7 percent. The ratio of expenditure on food to the total consumption expenditure of households (Engel’s coefficient) was 29.9 percent for urban households and 31.7 percent for rural households, decreased by 1.3 and 1.2 percentage points each.
In 2016, a total number of 774 thousand new jobs were created in urban areas. At the end of the year, the number of people participating in urban basic pension programs for staff and workers was 12.039 million, a year-on-year increase of 432,000. Of the total, 8.111 million were staff and workers, and 3.858 million were retirees. A total of 26.461 million people participated in urban basic health insurance programs, including 8.296 million urban staff and workers and 18.165 million urban residents. A total of 5.375 million people participated in unemployment insurance programs, an increase of 163,000, and a total of 7.733 million people participated in work accident insurance programs. The number of people participated in maternity insurance programs totaled 5.429 million. 33.205 million urban and rural residents registered in social old-age insurance programs, 60.832 million participated in urban and rural medical service programs with a participation rate of 98.61 percent. By the end of 2016, 154,000 staff and workers received unemployment insurance benefits. The total expenditure of lowest subsistence allowances was 3.92 billion yuan for 1.118 million urban residents and 4.73 billion yuan for 2.902 million rural residents. At the end of 2016, adoption agencies of various kinds provided 242,000 beds, adopting 147,000 people. The province had 12,006 various community service facilities, among which 6,035 were comprehensive community service centers. A total of 8.54 billion yuan worth of social welfare lottery tickets was sold, raising 2.4 billion yuan for social welfare. By the end of the year, 176 thousand rural decrepit houses were renovated, 415 thousand urban shanty towns altered, and 8,575 state-owned mining shanty towns transformed.
Ⅻ.Resources, Environment and Work Safety
A total of 144 kinds of mineral deposits have been discovered in the province and 109 kinds of minerals with proved reserves explored, including 7 energy-related minerals, 39 metallic minerals, 61 nonmetallic minerals, and 2 liquid minerals. The number of geological exploration implementation projects (including continuing projects) totaled 208 and a total of 5 new mineral deposits of large or medium size were discovered. 18 major diggings and 6 minerals completed resource integration. There were 12 national geological parks and 4 geological relics reserves. A total of 233 comprehensive land consolidation projects at or above provincial level were implemented, harnessing 76,000 hectares of land.
In urban areas, the sewage treatment rate and the decontamination rate of urban refuse were 94.3 percent and 99.8 percent respectively. 89.7 percent of actual monitoring surface water across sections met the Class III standard. A total of 191 natural reserves with an area of 1.368 million hectares were approved, including 22 national-level and 27 provincial-level natural reserves. The year 2016 witnessed the afforestation area of a total of 340,000 hectares. 1.326 million hectares of hills were cordoned off for afforestation and the stocking volume of living woods reached 530 million cubic meters; and the forest coverage was 59.64 percent.
Preliminary estimation indicated that the total energy consumption of above-scale industrial enterprises this year amounted to 59,462,000 tons of standard coal equivalent, a decrease of 1.5 percent over the last year. Of the total, the energy consumption of the top six high energy-consuming industries amounted to 47,126,000 tons of standard coal equivalent, down by 1.7 percent. Major pollutants including emissions of chemical oxygen demands, sulfur dioxide, ammonia nitrogen, and nitric oxide decreased by 2.82 percent, 8.42 percent, 3.07 percent, and 6.99 percent respectively.
A total of 2,202 work-related accidents of various kinds happened during production or operation was reported in the province, and the death toll amounted to 1,589. The death toll from work accidents every 100 million yuan worth of GDP was 0.05 people, work accidents in industrial, mining, and commercial enterprises caused 1.58 deaths out of every 100 thousand employees, and the death toll for one million tons of coal produced in coalmines was 0.57 persons. This year witnessed 7,505 traffic accidents, down by 16.9 percent. And the road traffic death toll per 10 thousand vehicles was 1.54 persons, a decline of 0.17person per 10 thousand vehicles.
