Statistical Communiqué of Hunan Province on the 2008 National Economic and Social Development

In 2008, facing the rare historical snow disaster,shortage of energy and power supply and rare financial crisis, under the strong leadership of Hunan Provincial Committee of CCP and Government ,people all over the province fully implemented the Scientific Outlook on Development and the important decisions of the CCP Central Committee, continue to promote the "strengthen the basic industry, the infrastructure and the foundation work,advanced the new industrialization vigorously" strategy, innovative thought of development, grasped opportunities for development, maintained  steady and rapid economic growth, and won the “the economic growth, the structure to optimize, the livelihood of the people improvement, the society harmonious”. 


Ⅰ.General Outlook 

Economic aggregate reached a new level. In 2008, the Gross Domestic Product of the province broke one trillion Yuan, amounted to 1115.66 billion Yuan, up by 12.8% over the previous years. Of this total, the value-added of the primary industry was 200.74 billion Yuan, up by 5.3%. The value-added of the secondary industry was 493.31 billion Yuan, up by 14.9%. The value-added of the tertiary industry was 421.62 billion Yuan, up by 13.3%.The per-capita GDP at permanent residents reached 17,521 Yuan, up by 12.5%. The total government revenue was 130.86 billion Yuan, up by16.5%. Of which, the local government revenue was 71.70 billion Yuan, up by 18.2%. 


The leading role of new industrialization was enhanced. In 2008, the structure of the GDP was Ofwhich, primary  industry and secondary industry rose 0.3 and 1.6 percentage points separately.The ration of the value-added of industrial sector accounted for the GDP was 38.4% and the contribution to the GDP reached 47.1%. The value-added of the industry above provincial level and in park was 118.01 billion yuan, up by 22.0%. The ration of the value-added of advantaged industries accounted for the value-added of industrial enterprises above designated size was 33.0% and 1.5 percentage points faster than it was in 2007. Thevalue-added of new- and high-technology industries accounted for the GDP was 9.8%. Saving energy and reducing consumption accomplished the year target. Increase of high energy-consuming industries declined. The value-added of six high energy-consuming industries which like the electric power industry and non-ferrous industry was 142.65 billion yuan, up by 10.8% or 11 percentage points lower than previous year. The ration of the value-addd of these industries accounted for the GDP was 39.9%,down by 11 percentage points. The production service industry support function enlarged, the value-added was 162.55 billion Yuan, up by 14.5%, leading the GDP increase 2 percentage points, and the contribution to the GDP reached 17.8%. 


Non-state-owned economycontribution enhancement.The value-added of non-state-owned economy was 625.23 billion Yuan, accounts for 54.4% of GDP, rose by 1.5 percentage point higher over the previous years. The value-added of industrial enterprises above designated size of non-state-owned economy was 196.54 billion yuan, up by 25.9%, accounts for 55.0% of the value-added of industrial enterprises above designated size.The investment in non-state-owned economy was 366.43 billion Yuan, up by 33.2%, accounted for 64.9% of the completed investment and rose by 0.8 percentage points higher over the previous year.The value of imports and exports of individual-owned enterprises was 5.24 billion U.S. dollars, 110 million U. S. dollars more than state-owned enterprises, up by 45.5% , 23.2 percentage point higher than state-owned enterprises. The total value of imports and exports and increased range of individual-owned enterprises surpassed state-owned enterprises for the first time. 


The region economy developed in an all-round way. The GDP of Changsha, Zhuzhou and Xiangtan cities was 456.53 billion Yuan, up by 14.5%. The GDP of Changsha, Zhuzhou and Xiangtan cities accounted for the GDP was 40.9%, 1.7 percentage points higher over the previous year. The investment in urban area and the total retail sales of comsumer goods of Changsha, Zhuzhou and Xiangtan cities which accounted for the entire province were 46.4% and 42.8% respectively.The GDP of the “3+5” area was 876.05 billion Yuan, up by 13.7%, or 0.9 percentage points higher over the province average. The GDP of the Western Region of Hunan Province was 120.37 billion Yuan, up by 11.6%. The GDP of South Region of Hunan Province was 232.68 billion Yuan, up by 10.7%. The urbanization ratio was 42.15%, rose by 1.74 percentage points higher over the previous year. Of which, the urbanization ratio of Changsha, Zhuzhou and Xiangtan cities was 55.04% or 12.89 percentage points higher over the province average. 


The social livelihood of the people further improved. All 29 projects practical things for people have been finished. The employment and reemployment work enlarged. The newly-added employed people in urban areas was 0.76 million. The cities zero employment family dynamic reset 4910 households. Aid the countryside impoverished family shift employment 155,300 households. Social undertakings have been further strengthened. All tuition and fees of the stage of compulsory education of urban students were free. The new rural cooperatives medical service system has covered all county downtown area, the insured population 45.01 million people. The average participating rate was 89.0%. 409 villages and towns public health centers construct were completed completely. 272 old-age homes in rural areas have been newly built or expanded. Comprehensive start township dwellers basic medical insurance experiment site, the insured population 6.4 million people. 26.10 thousands households of housing project for low-income rural families were completed completely.The new construction and collection urban low-rent housing 4.41 million square meters. Newly built residence houses for low-and-medium wage earners were 2.21 million square meters. 64 items of administrative charges and “two expenses” of industry and commerce were cancelled. 215 administrative examination and approval items were cancelled. Agency for investment projects examination and approval was actively promoted.The E-government constructs speeded up. The administration environment further optimized. The comprehensive maintenance of public security strengthened, the social general situation was stable, people enjoyed a good and prosperous life. 


Main problems existing in the economic and social development includes: The international finance crisis's adverse effect from the coast to inland deepening proliferation, economic development's pressure enlarged; The agriculture resisted natural calamities evaded the disaster mechanism not to be perfect, Continuously increasing peasants' income have been difficulty; City and countryside employment situation serious and so on. 



Agricultural production developed all-round. The added-value of farming, forestry, animal husbandry and fishery was 200.74 billion Yuan, up by 5.3%. Of which, the added-value of farming was 103.83 billion Yuan, up by 2.0%. The added-value of forestry was12.87 billion Yuan, up by 5.8%. The added-value of animal husbandry was 67.83 billion Yuan, up by 10.5%. The added-value of fishery was 11.29 billion Yuan, up by 6.8%. The total output of grain established new height of history. 


The agricultural industrialization speeded up. The 220 state and province-level chief enterprises achieved sales revenue 83.00 billion Yuan, up by 22.1% and gained pretax profits 3.50 billion Yuan, up by 14.8%. 50 agricultural standardization model districts were newly built. 


The general production capacity strengthened to some extent. The investment in rural areas was 65.44 billion Yuan, up by 20.0%. The fiscal fund for assisting agriculture was 19.74 billion Yuan, up by 42.0%. The areas of controlling soil erosion reached 278.90 square kilometers. 5.68 thousand hectares of land were converted into farmland with effective irrigation system, another 8.06 thousand hectares of land were guaranteed by water-saving irrigation system. The electricity consumed in rural areas was 8.15 billion kilowatt-hours, up by 6.7%. The total power of agricultural machinery reached 42.21 million kilowatts, up by 9.1%. 


New progress was made in building a new socialist countryside. The newly built highways from town to country were 4,047 kilometers. The 23,977 kilometers cement (asphalt) roads from town to village were built. 158.70 thousand methane tanks in the countryside were newly built, have led the ecological agriculture development. 5,028 drinking water projects were constructed, solving 1.69 million people the difficulty and safety in drinking water. Helping 1.15 million people in rural television blind spot have listened to the broadcast and watched TV. 1,000 natural villages newly got telephone service. 500 countryside synthesis information service demonstration site were newly built. 3000 administrative village could access broadband Internet. 3316 village level organized activities place have been constructed.There were migrant workers (including this villages and towns) 12.08 million, up by 10.0%. The gross income of labor service was 95.00 billion Yuan, up by 5.7%. 


Ⅲ.Industry and Construction 

Industrial production increased quickly. The total value-added of the industrial sector was 428.02 billion Yuan, up by 16.0%. The value-added of the industrial enterprises above designated size was 357.09 billion Yuan, up by 18.4%. Of which, the value of the light industry was 114.45 billion Yuan, up by 21.5%. The value of the heavy industry was 242.63 billion Yuan, up by 17.0%. The advantaged industries increased steadily. The value–added of the advantaged industries was 273.04 billion Yuan, up by 19.0%, leading the industrial enterprises above designated size increase 14.4 percentage points. Of which, the value-added of the equipment manufacturing industry growed 31.1%; the biological pharmaceutical industry growed 32.4%; the electronic information industries growed 26.8%; the food processing industry growed 23.3%. The high processing industry continued to develop fast, growed 28.9%. The output value of new produces of industrial enterprises above designated size was 121.26 billion Yuan, up by 51.7%. The sales ratio of the industrial enterprises above designated size was 98.75%.

Output of major industrial products increased or decreased. The total output of primary energy by the industrial enterprises above designated size reached 40.33 million tons of standard coals equivalents, up by 1.3%. The output of coal was 51.19 million tons, up by 0.3%. The electricity generated was 82.96 billion kilowatt-hours, up by1.1%. The output of steel was 12.93 million tons, down by 0.7%.That of ten kinds of nonferrous metals was 1,851.30 thousand tons, up by 14.8%.That of the cement was 60.44 million tons, up by 7.0%. The production of motor vehicles reached 145.00 thousand, up by 7.6%. The rice processed was 4.05 million tons, up by 39.7%. The feedstuff mixed was 6.53 million tons, up by 26.9%.The output of cigarettes was 164.80 billion pieces, up by 3.8%.

Most industries remained profitable. In the 38 industry categories of industrial sectors,there were 26 industries profit growth and one industry the same as the previous year.The revenue of main business of industrial enterprises above designated size was 1,071.47 billion Yuan, up by 34.8%. The gained per-tax profits were 107.17 billion Yuan, up by 4.0%. The total profits of industrial enterprises above designated size after balancing out between deficits and surpluses was 39.43 billion Yuan, down by 14.0%.But after got rid of electric power and petroleum and chemical two industries the total profits of industrial enterprises above designated size after balancing out between deficits and surpluses was 45.55 billion Yuan,up by 6.7%.

The construction industry development took the new steps. In 2008 the Gross Output Value of Construction of the province broke 200 billion Yuan, amounted to 228.70 billion Yuan, up by 25.0%. The value-added of construction enterprises was 65.29 billion Yuan, accounted for 5.9% of GDP. The profits made by construction enterprises with qualification certificates through general contracts and specialized contracts reached 6.11 billion Yuan, up by 12.0%. The floor space of building under construction was 212.03 million square meters, up by 12.8%. The floor space of building completed 83.09million square meters, up by 1.3%. 


Ⅳ.Investment in Fixed Assets 

Investment in fixed assets increased strongly. The completed investment in fixed assets was 564.997 billion Yuan, up by 31.6%. Of which, the investment in urban area was 499.56 billion Yuan, up by 33.2%. In terms of different areas, the investment in urban area of “3+5” areas was 348.39 billion Yuan, up by 31.6%.Of which , the investment in urban area of Zhuzhou and Xiangtan cities was 232.02 billion Yuanup by 29.6%. The investment in urban area of South Region of Hunan Province was 51.11 billion Yuan, up by 34.4%. 


The structure of investment improved further. The industrial investment continued to increase rapidly. The investment in industry was 199.46 billion Yuan, up by 38.7%, accounted for 38.7% of the investment in urban area. Of which, the industrial technology transformation invests was 138.24 billion Yuan, up by 37.1%. The investment in raw materials industry was 61.02 billion Yuan, up by 20.8%. The investment in equipment manufacturing industry was 43.77 billion Yuan, up by 49.5%. The investment in new- and high-technology industries was 11.28 billion Yuan, up by 44.0%. The investment in highly energy-consuming industries was 86.20 billion Yuan, 11.2 percentage points lower than the previous year. The investment in energy conservation and environmental protection industries was1.80 billion Yuan, up by 29.5%. 


The infrastructure construction and the key construction projects were further strengthened. The investment in infrastructure and basic industry was 168.68 billion Yuan, up by 34.9%.The major construction projects in Hunan province were 172 items, fulfilled investment 90.29 billion Yuan, accounted for 112.9% of year planned investment. The newly generating capacity was 2.31 million kilowatts. 18 highways began to build including sections of double-track highway of Beijing to Zhuhai e.g.Yueyang to Xiangtan, Hengyang to Linwu etc.The highway of Changde to Jishou has been completed and opened to traffic. Provincial capital Changsha completely connected highway with other 13 cities. Highway traffic mileage was 2,001 kilometers. Newly added 6 railway projects started, e.g. XiangGui double-track railway reconstruction. Changsha and Zhangjiajie airport reconstruction and expansion advanced  smoothly. Yueyang Chenglingji Port district (SongYang Lake) first phase project and Changde to the Catfish Mouth shipping construction project and the Dongting Lake district bridge unobstructed project carried on quickly. One batch of key projects started to construct e.g.10 million tons of Yueyang Refinery integration project and Xiangtan Steel Factory 5 meters wide thick plate project. Taohuajiang nuclear power plant was approved to carry out pre-construction. 


The real estate development speed slows down. The investment in real estate development was 89.64 billion Yuan, up by18.8% or 15.2 percentage points lower than the previous year. The floor space of buildings completed was 20.41 million square meters, down by 0.7%. The floor space of selling commercial houseswere 23.75 million square meters, down by13.1%. Ofwhich, the floor space of future selling commercial houseswere 15.83 million square meters, down by 13.0%. The vacancy floor space of residential buildings was 3.11 million square meters, up by 68.8%. 


Ⅴ.Domestic Trade and Price 

The retail market of consumer goods was active. The total retail sales of consumer goods reached 411.97 billion Yuan, up by 22.7%, or 4.3 percentage points higher over the previous year. The total sales of the wholesale and retail enterprises were 741.36 billion Yuan, up by 16.1%. Of which, the sales of wholesale enterprises was 369.48 billion Yuan, up by 11.2% and the sales of retail enterprises was 371.88 billion Yuan, up by 21.4%. The total sales of wholesale and retail enterprises above designated size were 213.81 billion Yuan, up by 24.1%, or 8.4 percentage points higher over the previous year. Of which, the sales of retail enterprises above designated size was 91.10 billion Yuan, up by 29.4%, accounts for 26.2% of all trades , up by 1.3 percentage points. Of the total retail sales by wholesale and retail enterprises above designated size, the sales of jewelry up by 37.5%, cosmetics up by 34.1%, furniture up by 46.3%, communication appliances up by 44.7%, motor vehicles up by 23.1%. In terms of volume of retail sales, there were 116.00 thousand LCD television sets sold, up by 76.6%. There were 225.40 thousand personal computers sold, up by 22.0%. There were 96.80 thousand cars sold, up by 16.8%.

The market price was controled well. The general level of consumer prices in Hunan was up by 6.0% over the previous year. From February to December, the month increase scope receded from 8.1% to 2.9 %. Of which, urban consumer prices rose 5.8% over the previous year, rural consumer prices rose 7.4%.The retail prices of commodities were up by 5.6%. The price of agricultural means of production was up by26.5%. From April to December, the month increase scope receded from 35.6% to 15.3 %.The ex-factory price of industrial produces was up by 9.3%. From July to December, the month increase scope receded from 14.4% to -0.9 %.The raw material fuel and power purchasing price was up by 12.0%. The raw material fuel and power purchasing price was down by 0.4% in December .The price of investment in fixed assets was up by 9.9%. From the first quarter to the fourth quarter, the season increase scope receded from 12.1% to 3.0% .The producer price of farm products was up by 26.7%. From the first quarter to the fourth quarter, the season increase scope receded from 40.4% to 2.6%.

Ⅵ.Foreign Economic Relations and Tourism 

The foreign trade made the new breakthrough. The total volume of import and export of the province broke 10 billion U.S. dollars, amounted to 12.57 billion U.S. dollars, up by 29.7%. Of which, the export value was 8.41 billion U.S. dollars, up by 29.1%. The import value was 4.16 billion U.S. dollars, up by 31.1%. The import and export of generally trade was 11.24 billion U.S. dollars, up by 28.4%. The value of import and export processing trade was 1,137.00 million U.S. dollars, up by39.8%. The value of export of mechanical and electrical products was 2.54 billion U.S. dollars, up by 50.0%, accounted for 30.2% of total export value, or 4 percentage points higher over the previous year. The value of exports of new- and high-technology products was 280.00 million U.S. dollars, up by 29.1%. The value of export of agricultural products was 422.00 million U.S. dollars, up by 20.5%.

The scale of utilization of foreign capitals was expansion. The foreign capital actually utilized of province was 4.01 billion U.S. dollars, up by 22.5%. Of which, there were 111 projects of foreign investment which above 10.00 million U.S. dollars, up by 48.0%. The foreign capital actually utilized was 2.01 billion U.S. dollars, up by 39.3%, accounted for 50.2% of province .The foreign capital actually utilized in industry was 2.86 billion U.S. dollars, up by 54.5%. There were 43 enterprises of the world top 500 invested in Hunan. The actually utilized capital out of the province and inside China was 123.02 billion Yuan, up by 16.9%. Of which, the actually utilized capital out of the province and inside China in industry was 74.19 billion Yuan, up by 24.1%. There were 547 projects above 50.00 million Yuan and 180 projects above 100 million Yuan. 


The foreign economic and technical cooperation steps speeded up. The value in the new contracts signed through contracted projects, labor contracts and design and consultancy services reached 2.48 billion U.S. dollars, up by 40.3%. The accomplished business revenue was 1.06 billion U.S. dollars, up by 12.3%. The labor service population dispatched out of the country reached 25.30 thousand people, up by 36.6%. 61 overseas investment enterprises were newly approved. Contract investment cost 479.00 million U.S. dollars, up by 56.5%. 


The tourism developed steadily. The total revenue from tourism was 85.18 billion Yuan, up by 16.3%.The number of domestic tourists 127.19 million people, up by 18.00%. The revenue from domestic tourism reached 80.88 billion Yuan, up by 18.7%. The number of international tourists was 1.11 million people, down by 7.9%. The revenue from international tourism reached 617.00 million U.S. dollars, down by 3.8%. There were 126 tourist area(spot)above rank in province at the end of the year.Of which, there were 38 tourist area(spot)above 4A rank.


Ⅶ. Transportation, Post and Telecommunication 

The transportation increased steadily. The total volume of cargo transported by various means was 208.28 billion ton- kilometers, up by 4.9%. Of which, the volume of freight traffic of railway was 103.43 billion ton- kilometers. The volume of freight traffic of highway was 77.37 billion ton- kilometers. The volume of passenger kilometers was 129.28 billion person-kilometers, up by 5.4%.Of which, volume of passenger kilometers of railway was 67.10 billion person-kilometers. The of passenger kilometers of highway was 57.30 billion person-kilometers. The volume of passengers of civil aviation was 4.77 billion person-kilometers.

The post and telecommunication developed quickly. The business transactions of postal and telecommunication services totaled 75.21 billion Yuan, up by 21.4%. Of which, postal services accounted for 3.41 billion Yuan, telecommunication services accounted for 71.80 billion Yuan. Local switch boards’ capacity reached 48.14 million lines, up by 29.6%. The fixed phone user numbered 12.57 million households, down by 4.8%. The mobile phone user numbered 22.61 million households, up by 19.5. The fixed phone coverage was 18.37, decreased of 0.4 households per 100 Chinese populations. The mobile phone coverage was 33.03 households per 100 Chinese populations, increased of 5.23 households per 100 Chinese populations. The internet user through broad band reached 2.22 million households, up by 4.2%.


Ⅷ.Banking, Security and Insurance 

Financial support to the economy has obviously increased. Loans in Renminbi in all items in financial institutions reached 698.94 billion Yuan, newly increased 127.25 billion Yuan compared to the beginning of the year, or 43.88 billion Yuan more than the previous year. In short-term loans, industry loans were 60.41 billion Yuan, newly increased 10.22 billion Yuan; agricultural loans were 64.96 billion Yuan, newly increased 10.05 billion Yuan. In medium and long-term loans, captital construction loans were 194.42 billion Yuan, newly increased 33.25 billion Yuan; loans to personal expenditure were 52.26 billion Yuan, newly increased 10.84 billion Yuan.


The savings deposits in all items in financial institutions broke trillion Yuan, amounted to 1.09 trillion Yuan, new increased 181.23 billion Yuan compared to the beginning of the year, or 45.91 billion Yuan more than the previous year. Stock market financing made new progress. The number of listed companies reached 54.  Of which, the number of listed companies in China stock markets was 49, an increase of 1. The number of listed companies in over sea stock markets was 5, the same as previous year. The direct financing from capital market totaled 27.18 billion Yuan, up by 48.8%. The enterprises in the province financed 6.76 billion Yuan from stock market. Of which, enterprises IPO financed 1.22 billion Yuan, to be listed companies financed 5.37 billion Yuan again.The direct financing raised from oversea stock market reached 173.00 million Yuan. At the end of the year, there were 44 stocks company service and 94 stocks company sales office in the province. The stocks transaction value was 1,242.96 billion Yuan, a decrease of 1,032.16 billion Yuan. There were 4 futures companies in the province which transaction value was 1,278.22 billion Yuan, an increase of 752.43 billion Yuan. 


Insurance business increased rapidly. The insurance premium of all the insurance companies reached 31.25 billion Yuan, up by 55.2%, or 19 percentage points higher over the previous year. Of which, the property insurance premium amounted 6.16 billion Yuan, up by 28.9%; the life insurance premium 22.91 billion Yuan, up by 68.8%; the healthy insurance premium 1.49 billion Yuan, up by 40.3%; the accidence insurance premium 691.00 million Yuan, down by 3.2%. Insurance companies paid an indemnity worth of 9.45 billion Yuan, up by 35.7%. Of which, insurance companies paid an indemnity worth of 1.32 billion Yuan to resist the rare historical snow disaster at the beginning of the year. 


Ⅸ.Science, Technology and Education 

Education developed unceasingly. The free compulsory education covered both urban and rural areas. Rural education funds improved. 730 compulsory education stage qualified school have been constructed in the province. There were 1.06 million babies in kindergarten in the province, up by 13.0%. The percentage of school-age children enrolled was 99.77%. The enrollment rate of junior middle school was 99.54%. There were 100 general universities and colleges in Human, having an increase of 1 over the previous year. There were 5,533 each kind of private schools, student enrollment 1.44 million, up by 7.9%. Of which, general universities and colleges 13, student enrollment 85.9 thousand people; independent institutes 15, student enrollment 94.80 thousand people.

The capacity of scientific and technological innovation got promoted. 81 items of the projects of “863” and 21 items of new- and high-technology demonstration projects were undertaken in the province. There were 8 national engineering (technology) research center, 6 national key laboratory, of which newly increased 2. There were 16 enterprise technology centers which recognized by country. The total of 990 scientific research results gained science and technology encouragement award by state-level. Of which, 2 results gained national technological invention award. 5 results, e.g. the key technology research and application of control and regulation of livestock of poultry nitrogen and phosphorus metabolism and security feed preparation ,gained the second prize of science and technology encouragement award by state in 2008. The project of based on the function of the gene and microbial community structure analysis of sulfide ore biological leaching gained the second prize of technology invention award by state. A total of 5,514 contracts on the transfer of technology were signed, involving a transaction value of 4.72 billion Yuan, up by 3.8%. The value-added of new –and high-technology enterprises was 109.88 billion Yuan, up by 30.7%. 


The intellectual property rights development speeded up. 14,016 patent applications were received and 5,687 patents were authorized, up by 24.8%and 7.8% separately. Of which, 5,335 patent applications were the patent of invention and the duty applied for 6,098, account for 38.1% and 43.5% of total applications separately. The enterprises, universities and colleges, the scientific research institutes’ patent applications increased by 53.5%, 36.4% and 49.7% separately. The cumulative amount of patent applications and patent authorized ranked tenth in the nation. Changsha and Xiangtan cities were approved first batch intellectual property work demonstration cities in the nation. Xiangtan city was approved national patent technology (electrical machinery) industrialization pilot base. Intellectual property office of Xiangtan obtains the first batch national intellectual property rights to impawn the financing pilot units. 37 intellectual property projects were signed in the Second China Patent Week .The value in contracts signed was 339.00 million Yuan. 2 gold prize, 8 silver prize and 8 copper prize were gained in the Sixth International Invention Exhibition.


The comprehensive technical service was gradually standard. There were 1,189 product testing laboratories. Of which, 6 national testing centers newly increased 1. There were 229 statutory measures institutes, 96 special equipment testing organization. 39.00 thousand random inspections of products quality were made. Of which, the passing rate of manufactured products in the regular spot-check was 91.7%, up by 3.63%. There were 132 kinds of maps and 33 kinds of mapping books published by topographic mapping department. 10,159 topographic maps were compiled, 2,737 achievements in geodetic survey were made and 445 pieces of aerial photogrammetry were provided for the development of economy and society. There were 7 weather radar observation points. The undertaking of Earthquake, Hydrology and so on further developed. 


Ⅹ.Culture, Public Health and Sport 

The culture industrial developed steadily. All sorts of books have been issued for 4,686 types; newspaper 85 types, periodical 237 types. The sales revenue of news and publishing industry reached to 16.80 billion Yuan, the profit 1.70 billion Yuan, up by 1.0% and 1.5% separately. The annual production of creative animation and cartoon works was 26.50 thousand minutes and ranked first in China for 4 years. The third session of national mobile original cartoon start ceremony was held. As the first Chinese mobile phone animation and cartoon stock, "Tuowei Information" was listed successfully.


Cultural undertakings prospered. By the end of 2008, there were 93 art-performing groups, 140 cultural centers, 120 public libraries, 69 museums and memorials. 14 museums and memorial halls such as Provincial Museum opened for free. Altogether showing rural public welfare movie were 537.80 thousand. Drum opera "Step into the Sunlight" was accepted into the national outstanding stage dramas project. The acrobatics "Unicycle" won the seventh national acrobatics competition gold medal. The Peking opera "Purple Quintessence" won the fifth Chinese Peking opera art festival modern drama second prize.There were 11 broadcasting stations, 15 TV stations. The users of CATV were 5.44 million households, increased 338.10 thousands households over the previous year. Broadcasting coverage and television coverage reached to 91.1% and 95.7%, up by 2.1% and 1.0% separately. 


Medical and health services further strengthened. There were 4,325 health care institutions in Hunan, increased 24 over the previous year. Of which, hospitals and public health centers 3,180, maternity and child care centers 139, specialized disease prevention and treatment institutes 87. Newly built and rebuilds villages and towns public health centers were 409. The hospitals and the health centers had bed total 171.00 thousand up by 5.6%. There were 217.90 thousand health professionals in the hospitals and the health centers, up by 7.5%. Of which practicing doctors and assistant doctors 87.00 thousand, up by 5.7%; registered nurses 64.20 thousand, up by 3.4%. The development of community health service sped up. In municipal districts, taken the subdistrict office as unit's community health service center established completely.


Sports developed vigorously. The athletes of Hunan province won 3 gold medals in Beijing Olympic Games, won 2 gold medals, 1 silver medal, 1 bronze medal in Beijing Paralympic Games, also obtained 5 World Champions, 4 Asian Champions and 39 National Champions. There were 21,302 sports grounds and buildings. Amount which, there were 142 stadiums, 656 sports grounds and, 20,352 all sorts of training rooms. Athletes from Hunan won 13 world champions, 6 Asian champions and 31 national champions. 882 administrative village newly built farmer sports fitness project.


Ⅸ. Resources, environment and safety in production 

The balance of the construction land and the compensation of the arable land were achieved. In 2008, 21600 hectares land for construction purposes were approved, the construction land was 5,056 hectares. 6540 hectares of arable land were reclaimed, achieved a balance of arable land occupation and compensation for 9 years.  513 items of state-owned enterprises land were dealt with, involved in 257 hectares of land. 8,262 items of state-owned land use right were transferred, involved in 4,870 hectares of land. The land used for key projects such as Infrastructure, livelihood projects, industrial park construction, and undertaking industrial shift were guaranteed basically. Five counties are state-level basic farmland preservation areas. The basic farmland was stabilized at 3,360 kilo-hectares. 


The work of mineral resource exploration, the geological disaster prevention and control gained further development. All kinds of ores have been found 120 kinds. Reserves of 83 kinds of ores were proved. 625 Geological survey projects (including for the project continued) were implemented. 16 resources crisis mine prospecting projects were implemented and made one batch of new prospecting results. 69 geological disasters have been forecasted successfully, avoiding the casualties 1665 people and the property damage 3.20 million Yuan. The disaster casualties' population was the lowest in the recent ten years. Geological environment restoration project were taken in 86 mines. 


The environment quality improved gradually. 583 small and medium-sized paper-making enterprises were closed down. 126 thermal generator units total 848.00 kilowatts were closed down. 6.00 million tons of backward production capacity of cement was eliminated. The plan of comprehensive improvement of the Xiangjiang River water pollution for three years started, including 1,377 units. In urban areas, 52.0% of waste water was put under centralized processing systems, up by 5.7%. 59.5% of solid waste from daily life was processed under nontoxic programs, up by 6.8%. Ten of the 14 cities and A.P. met the standard of the air quality, increased 3 cities over previous year. 86.5% of surface water meets the standard III, up by 4.2 percentage points. Of which, 87.5% of surface water meets the standard III in Xiangjiang River basin, up by 5 percentage points. The water quality in Dongting Lake further improved and the water quality  of 10 established sections reached standard  or . The sulfur dioxide concentrations mean dropped four percentage points. 36 national ecological demonstration zones have been approved. The total afforested area was 64.00 kilo-hectares in 2008. 5.00 million mu of forest land which damaged in the ice disaster were replanted. 715,000 mu cultivated lands were converted into forests. The forest coverage ratio reached 55.86%.


Energy-saving achieved new results. In 2008, the reduction rate of unit GDP energy consumption of Hunan province achieved annual target. The unit energy consumption of value-added of the industrial enterprises above designated size was 1.98 ton standard coal/ten thousand Yuan, down by 11.8% and the unit GDP power consumption was 975.49 kwh/ ten thousand Yuan, down by 9.9%. The comprehensive energy consumption of 28 enterprises which included in the national "thousand energy conservation enterprises" down by by 1.3%, or 5.7 percentage points lower than the growth rate of the comprehensive energy consumption of the industrial enterprises above designated size, accounted for 40.0% of the comprehensive energy consumption of the industrial enterprises above designated size, or 2 percentage points lower than the previous year. The comprehensive energy consumption of the “hundred conservation enterprises” (not including "thousand energy conservation enterprises") increased 5.0% , 0.6 percentage points higher than the comprehensive energy consumption of the industrial enterprises above designated size, account for 18.6% of the comprehensive energy consumption of the industrial enterprises above designated size.


The safety production situation was basically stable. In 2008, there were total of 12,307 various kinds of production safety accidents in province. There were 3,897 persons died in the course of production, decreased 780 persons. Production safety accidental death per hundred million Yuan GDP was 0.35 persons, down by 31.4%. Production safety accidental death per 100,000 employees in industry, mining, commerce enterprises was 3.57 persons, down by 15.0%. Production safety accidental death per 1 million tons of coal in coal mine was 5.05 persons dropped 19.5 %. There were 7,637 traffic accidents, down by 23.0%. There were 2,555 persons death in traffic accident, down by 25.2%. The death in traffic accident per ten thousand vehicles was 5.83 persons, dropped 25.2%.


Ⅻ.Population, People’s Life and Social Security System 

The population and the family planning advanced steadily. At the end of 2008, the total population of Hunan province was 68.45 million persons, increased 395.00 thousand persons. Of which, 28.85 million people lived in cities and towns and 39.5995 million persons lived in rural areas. The population of over 65-year old people was 6.20 million persons, accounted for 9.1% of the total population up by 0.08 percentage points. The crude birth rate was 12.68 ‰, up by 0.72 per-thousand-points. The crude death rate was 7.28 ‰, up by 0.57 per-thousand-points. The natural growth rate was 5.40 ‰. The permanent population of Human province was 63.80 million persons. The number of employed persons was 39.10 million persons, increased 265.90 thousand persons. Family planning assistance to some rural families was 104.10 thousand persons. A total of 18.00 thousand persons of the family whose only child died benefited from these programs.


The income of residents grew quickly. The annual per capita disposable incomes of urban households was 13,821.20 Yuan, up by 12.4%, or a real increase of 6.3% after deducting price factors. Of which, the annual per capita net income from wage and stipend was 8,418 Yuan, up by 5.6%. The annual per capita net income from household business operation was 1,575.10 Yuan, up by 61.5%. The transfer income was 3,511 Yuan, up by 18.8%. The income from properties was 316.5 Yuan, down by 18.5%. The annual per capita net income of rural households was 4,512.50 Yuan, up by 15.6%, or a real increase of 8.0% after deducting price factors. Of which, the annual per capita net income from wage and stipend was 1,990.50 Yuan, up by 16.3%. The annual per capita net income from household business operation was 2,196.60 Yuan, up by 11.9%. The transfer and the property income was 325.30 Yuan, up by 42.7%. 


The resident living standard enhanced unceasingly. The annual per capita expenditure for consumption of urban households was 9,945.50 Yuan, up by 10.6%. Of which, living expenditure for household facilities articles and services, clothing, foods increased 11.9%, 7.2% and 22.4% separately. The per capita consumption expenditures of rural households was 3,805 Yuan, increased 427.62 Yuan, up by 12.7%. Of which, living expenditure for food, clothing and residence increased 16.3%, 4.5% and 23.9% separately. The Engel's coefficient of urban households was 39.9%. The Engel's coefficient of rural households was 51.2%. Per-capita municipal residents’ housing area reached 29.3 square meters, up by 3.2%. The rural resident per-capita housing area reached 40.70 square meters, up by 1.4%. 


Social security work made new progress. 1.85 million retiree in corporation participated in the basic pension programs, up by 2.6%. 3.90 million persons participated in unemployment insurance programs, up by 0.3%. 6.82 million persons participated in the basic health programs, up by 9.9%. 190,000 persons received the unemployment insurance money, up by 9.9%. The urban residents who obtained the government lowest social security were 1.39 million persons. 2.17 billion Yuan government lowest social security funds were issued. 1.42 million medical service difficult persons living in urban and rural gained help. 2.95 million victims in disaster were emergency relocated. To help the houses collapsed victims reconstructed house 253.00 thousand rooms.
