The Implementation Plan of Hunan Province for Revitalizing the Hunan New Material Industry (2009-2011)

This plan is designed to achieve the great development of the new material industry, facilitate the province's industrialization and the construction of two-oriented society (a resource-saving and environment-friendly society).

I. Current Situation of development 
Rapid growth in the industry with a high level of industrial intensiveness. Currently, 5 prominent new material industries have been formed. They boast a batch of backbone enterprises with strong competitiveness and independent innovation. Hunan enjoys an army of talent with strong educational backgrounds. However, many problems still exist in the new material industry.

II. Development thoughts and main targets
i. Development thoughts 
In line with the general thought of " creating the industrial chain, improving the value chain and improving the supply chain ," the aim is to develop an advantageous and promising industry in the long run.
ii. Main targets 
1. By 2011, the annual revenue will reach 300 billion Yuan. By 2020, the number will be up to 1000 billion Yuan.
2. Develop 25 key products and strengthen 40 backbone enterprises.
3. Set up industrial bases surrounding the specialized industrial zone; improve industrial intensiveness.
4. The proportion of research and development input has accounted for 5% out of the overall sales revenue. There has been considerable progress and even breakthroughs on the technical side, such as key crafts and techniques, research and development of high-end products, and application techniques.

III. Focus of Development
 i. Focus on 5 key industries
Focus on the 5 key industries in advanced energy storage material, advanced composite material, advanced mechanically-resistant material, new metallic material and new chemical material.
ii. Create 15 industrial chains and 25 key products
15 industrial chains cover the following aspects: 
1. Advanced energy storage material

2. Advanced composite material　 
3. Advanced mechanically-resistant material 
4. New metallic material
5. New chemical material
iii. Set up 2 supporting platforms
1. Technical innovation
2. Specialized public services
iv. Outline and establish 9 specialized industrial bases

IV. Policies and Measures
i. Carry out and improve the policies concerning the development of new material industry. 
ii. Improve the investment and financial security system of the new material industry. 
Increase the financial support for independent innovation in the new material enterprises, focusing on the set-up of both platforms: technical innovation platform and industrial public services platform.
iii. Promote major projects and the provincial equipment manufacturing.
iv. Establish an association for the Hunan new material industry and and professional consulting committee.
v. Carry out the strategy of "talent, standard and patent".
